Jung Jinuk Proposes Amendments to Two Livelihood Bills and the National Assembly Act

Democratic Party lawmaker Jung Jinwook (Gwangju Dongnam-gap) announced on the 12th that he had proposed the "Two Laws to Protect Livelihoods" (Children's Product Safety Act and Small Business Owners Basic Act) and the "Amendment to the National Assembly Act," which aim to strengthen the safety of children's products and establish support for small business owners.
Recently, with the increase in illegal distribution of children's products, safety accidents have continued to occur, and the level of punishment and fines for selling products without safety labels remains low, exposing children to risks. However, the current law leaves safety inspections and the publication of results to the discretion of the Minister of Trade, Industry and Energy, leading to criticism that preventive measures are insufficient.
The amendment stipulates that if a significant hazard occurs or is feared due to illegal children's products, the Minister of Trade, Industry and Energy is required to conduct a safety inspection and publish the results. It also mandates a significant increase in fines for the sale or storage of products without safety certification marks, safety confirmation marks, or supplier conformity confirmation marks.
The amendment to the Small Business Owners Basic Act defines "micro small business owners" as those whose sales and total assets fall below standards set by Presidential Decree, and adds a provision requiring the government to establish and implement tailored comprehensive policies for the management improvement and development of micro small business owners.
The amendment to the National Assembly Act makes it mandatory for the relevant National Assembly standing committee to hold a public hearing on bills referred following a Constitutional Court decision of unconstitutionality, and to complete deliberation on such bills within 120 days after the public hearing.
Jung emphasized, "Livelihoods are falling into ruin due to the December 3 Yoon Sukyeol rebellion and the Jeju Air passenger plane disaster," adding, "I will be even more attentive in my legislative activities so that the people's economy can recover and all citizens, including children, can live safely in Korea."
