Completion of Public Deliberation on Paju-si New City Hall Construction... Policy Recommendation Report Delivered Based on Deliberation Results

The delivery ceremony was attended by Kim Kwang-gu, chairman of the Paju City Public Deliberation Committee (hereafter the Deliberation Committee), Kim Mi-kyung, head of the Paju City Hall Public Deliberation Task Force (Lee Han, Public Deliberation Task Force), as well as members of the Deliberation Committee and the Public Deliberation Task Force.
The Deliberation Committee decided to conduct the ‘Public Deliberation for the Construction of the New Paju City Hall’ proposed by Paju City, and from August last year to December this year, carried out activities including designing the deliberation process, developing evaluation indicators, forming the Public Deliberation Task Force, conducting citizen opinion surveys, forming a citizen participation group, and holding discussion sessions.
The policy recommendation reflects the results of the citizen participation group’s deliberations and suggests that when constructing the new Paju City Hall, ‘integrated accessibility,’ ‘site suitability,’ and ‘inclusive growth’ should be thoroughly reviewed and promoted. It also proposes ▲ selecting a reasonable and appropriate site by reflecting the importance of evaluation indicators and site preferences presented by Paju citizens in the final candidate site selection process, and ▲ fully considering changes in local conditions such as development projects and transportation systems promoted by Paju City, as well as citizens’ opinions throughout the entire project process.
The 108 members of the citizen participation group ranked the five proposed evaluation indicators for establishing the construction criteria of the new city hall in order of importance as follows: ▲ integrated accessibility ▲ site suitability ▲ inclusive growth ▲ rational economic feasibility ▲ communication-centeredness through a three-day deliberation session.
Among the five candidate sites, Geumchon-dong 1017 and Wadong-dong 1390 each received about 30% support evenly. Following these were the current city hall site, Adong-dong 215-1, Mokdong-dong 953, and Geumchon-dong 771-2, in that order, based on the combined results of evaluation indicator importance and candidate site preference.
Kim Kwang-gu, chairman of the Deliberation Committee, said, “In this public deliberation, we placed great importance on establishing evaluation indicators through citizen participation at the policy planning stage,” and added, “Please deeply consider the significance of the candidate site preferences selected in the deliberation session and the ‘evaluation indicators’ derived by the citizen participation group.”

Mayor Kim Kyung-il of Paju City stated, “We will carefully heed the collective wisdom of Paju citizens and expert opinions contained in the policy recommendation to ensure that the new city hall envisioned by Paju citizens is solidly realized,” and added, “We will continue to conduct open administration that actively collects citizens’ opinions.”
