Gangwon-do, Awarded 'Excellent Institution' for Two Consecutive Years in Local Regulation Innovation Performance Evaluation
Hosted by the Ministry of the Interior and Safety... Ranked 1st Among Provincial-Level Metropolitan Governments
Yanggu-gun Awarded 'Excellence' and Gangneung-si 'Encouragement' in Basic Local Governments
Gangwon Special Self-Governing Province (Governor Kim Jin-tae) announced on the 26th that it ranked first among provincial-level metropolitan local governments in the 2024 Local Regulatory Innovation Performance Evaluation hosted by the Ministry of the Interior and Safety, and was selected as an excellent institution for two consecutive years. As a result, it achieved the award of the Prime Minister’s Commendation along with securing a total of 300 million KRW in special grants.

View original imageThe Local Regulatory Innovation Evaluation is a system that evaluates the regulatory innovation efforts and achievements over the year for 243 local governments nationwide. The main evaluation criteria include ▲ improvement of central regulations, ▲ improvement of shadow and behavioral regulations, ▲ close regulation improvements for businesses and residents, ▲ cases of regulatory improvements, and ▲ comprehensive regulatory plans. Outstanding local governments receive government awards along with special grants.
Gangwon Province systematically identified regulatory improvement tasks reflecting the demands of residents and businesses and actively proposed them to central government ministries, receiving high evaluations for efforts to resolve regional long-standing issues.
Key achievements include ▲ exclusion of coal gangue, which had been treated as waste for 22 years, from waste classification ▲ discovery of central regulatory improvement tasks (47 tasks discovered → 43 key tasks selected) ▲ improvement of 10 core region-customized regulations (24 regulations discovered → 7 accepted) ▲ active operation of the nation’s first Corporate Ombudsman system (53 regulations discovered → 15 accepted) ▲ achieving first place in the improvement rate of autonomous ordinances among metropolitan local governments (303 improvements out of 455 tasks).
Additionally, through regulatory innovation excellent case competitions, public contests for regulatory improvement tasks related to people’s livelihoods, and field discussions, Gangwon Province led efforts to build consensus on regulatory improvements and lay the foundation for institutional improvements.
Meanwhile, among basic local governments, two cities/counties within Gangwon Province were selected as excellent institutions: Yanggu County received a special grant of 200 million KRW (excellence), and Gangneung City received a special grant of 100 million KRW (encouragement).

Kim Jin-tae, Governor of Gangwon Special Self-Governing Province, stated, “Being selected as an excellent institution in the ‘Regulatory Innovation’ field, one of the four major innovations announced immediately after taking office to improve administrative efficiency, for two consecutive years is a meaningful result. We will continue to do our best to invigorate the livelihood economy and improve regulations that Gangwon residents can feel.”
