Former Intelligence Commander Nosangwon Arrested for 'Martial Law Planning'... "Fear of Evidence Destruction"
Former Intelligence Commanding General Noh Sang-won, suspected of planning the 'December 3 Emergency Martial Law Incident,' has been arrested.
On the 18th, Shin Young-hee, the chief judge in charge of warrants at the Seoul Central District Court, issued an arrest warrant, citing "concerns of evidence tampering and flight risk." Former General Noh and his lawyer expressed their intention not to attend the pre-arrest suspect interrogation (warrant substantive examination) that day, and the court judged the necessity of securing his custody based on investigation records and evidence submitted by the Special Investigation Unit of the National Police Agency's National Investigation Headquarters.
The police believe that on the 1st of this month, former General Noh met with Intelligence Commanding General Moon Sang-ho and two colonels from the Intelligence Command at a Lotteria in Ansan, Gyeonggi Province, to premeditate the martial law. They assessed that there is evidence suggesting former General Noh instructed to "prepare as martial law will soon be declared" and ordered securing the Central Election Commission (CEC) servers related to the rigged election.
The police secured CCTV footage showing them conversing while eating hamburgers. The Special Investigation Unit explained, "It has been confirmed that former General Noh had prior discussions regarding martial law with former Defense Minister Kim Yong-hyun and officials from the Intelligence Command."

Former General Noh served as the Intelligence Commanding General during the Park Geun-hye administration and is suspected to be an unofficial figure who planned this martial law, assisting former Defense Minister Kim Yong-hyun, his senior from the Korea Military Academy, in drafting the proclamation order.
