Police Chief: "Obligation to Comply if Martial Law Commander Issues Proclamation" Excuse
Assemblyman Isang-sik: "Serious Illegality in the Proclamation Order"
Police Chief Jo Ji-ho stated on the 5th regarding President Yoon Seok-yeol's declaration of martial law, "Once the martial law commander issues a proclamation, all administrative agencies are obligated to comply."
On the same day, Chief Jo responded this way to a question from Lee Sang-sik, a member of the Democratic Party of Korea, during the National Assembly's Public Administration and Security Committee plenary session, asking, "What is the basis for the complete control of the National Assembly?"
Lee pointed out, "The police controlled members of the National Assembly from entering the assembly hall," and said, "This meets the criteria for the crime of insurrection according to the Supreme Court ruling."

Lee added, "Isn't the Constitution and the law the highest law that the police must uphold?" and said, "The proclamation itself has serious illegality. Even during martial law, no restrictions can be imposed on the activities of the National Assembly. The Police Chief's excuses do not hold."
