Dongjak-gu Announces Future Vision '2045 Comprehensive Development Master Plan'
Leap to Three Interconnected Urban Cultural and Complex Hub Cities
Dongjak-gu, Seoul (Mayor Park Il-ha) announced on the 2nd that it has prepared the '2045 Dongjak-gu Comprehensive Development Master Plan,' which will change the district's map.
Despite its locational advantages with excellent accessibility to the city center and the Han River, as well as its development potential, the district has shown slow progress due to waterfront disconnection, aging buildings, and lack of infrastructure. Accordingly, the district explained that it has set the future vision of 'Dongjak, a cultural and complex city linking three downtown areas' and prepared development strategies to emerge as a central city in Seoul.
In particular, following the recently established '2040 Seoul Urban Master Plan,' urban space reorganization is being promoted around areas directly or indirectly connected to the district, such as Yongsan International Business District, Nodeulseom, and the southern end of the Hangang Railway Bridge (Noryangjin), securing development momentum for the district.
In line with this situation, the district has presented an 'urban spatial structure reorganization plan' through the '2045 Dongjak-gu Comprehensive Development Master Plan' that will dramatically change Dongjak's map.
First, the district set 'urban development axes' including the 'Han River Central Axis (Dongjak~Daebang)' and 'Regional Central Axis (Sadang Isu~Sindaebang)' to strengthen connectivity with the Han River and Seoul's three downtown areas, as well as the 'Core Growth Axis (Jangseungbaegi~Noryangjin)' and 'Future Growth Axis (Heukseok~Soongsil University)' to introduce urban central functions.
To promote linked development with adjacent downtown areas, Noryangjin and Sangdo district centers were integrated and elevated to a 'regional center,' and the area around Soongsil University Station was designated as a 'district center.' A 'Dongjak-gu central area system reorganization plan,' focusing on strengthening waterfront-specialized functions in the Heukseok district center, was also prepared.
Additionally, considering residents' actual living radius and development directions, the district established the 'Dongjak-type living zone and pedestrian daily zone plan,' dividing the district into four living zones and one specialized zone (waterfront). Going forward, pedestrian daily zones will be set for each living zone, and 'living SOC supply plans' will be derived to promote balanced development among regions.
Based on the '2040 Seoul Urban Master Plan,' the district also established 'six major sector promotion strategies' reflecting local conditions. Through sector-specific strategies in central area development, housing management, waterfront specialization, parks and green spaces, road and transportation systems, and safety and disaster prevention, the district aims to complete 'Dongjak, the city of highest value.'

Mayor Park Il-ha said, "Now is the time for Dongjak-gu to build a solid foundation to develop as a central city of Seoul and the Han River," adding, "We will surely realize Dongjak-gu's future vision through this plan."
