Boryeong City Selected as a Leading Carbon Neutral City... 3.2 Million Tons of Greenhouse Gas to Be Reduced by 2030
Promotion of 27 Energy Transition Projects
Boryeong City, Chungnam Province, announced on the 31st that it has been selected for the Carbon Neutral Leading City Development Project, organized by the Ministry of Environment and the Ministry of Land, Infrastructure and Transport.
The city plans to invest approximately 11 trillion won to focus on energy transition initiatives such as hydrogen (water electrolysis, liquefied hydrogen, etc.), solar power, and offshore wind power to reduce greenhouse gas emissions.
The main energy transition initiatives consist of a total of 27 projects, including 9 private sector partnerships, 9 existing government-supported projects, 7 new projects, and 2 non-budget projects.
Through these efforts, the city aims to reduce greenhouse gas emissions by 3.2 million tons by 2030.
In particular, the city plans to address population decline and reduced regional gross production caused by the early closure of thermal power plants by creating new jobs and revitalizing the local economy through the carbon-neutral city initiative.
In addition, profits generated from energy projects will be used to support residents' electricity bills and vulnerable groups affected by the climate crisis.
Furthermore, in connection with the hydrogen city project selected in 2023, the city will expand hydrogen pipelines into urban areas, extend the use of hydrogen fuel from industrial to residential purposes, and increase the supply of hydrogen charging stations and vehicles, aiming to become the second major hydrogen city by transitioning all sectors of daily life to hydrogen fuel.
Other initiatives include expanding biogas production using organic waste, restoring tidal flats, and building a smart city to respond to the climate crisis, thereby promoting the transition to a carbon-neutral society.
The city also expects to contribute to achieving national greenhouse gas reduction targets and climate technology advancement by promoting CCU (carbon capture, utilization, and storage) projects that capture, utilize, and store carbon dioxide generated during energy production.
In 2025, the city plans to establish a master plan with a government budget of 300 million won and proceed with specific projects.
Mayor Kim Dongil said, "Although we have recognized the necessity of carbon neutrality through the early closure of Boryeong Thermal Power Plants Units 1 and 2, the resulting job losses and the population dropping below 100,000 have brought significant challenges to the region. Based on the hydrogen city initiative, Boryeong will lead energy transition together with its citizens, reduce greenhouse gases, and realize a carbon-neutral, vibrant Boryeong."
