Ulju-gun Selects Operators for 11 Local Public and National Public Daycare Centers
Expert Panel Formed Through Open Recruitment, Separate Trustee Selection Review Committee Conducts Evaluation
Ulsan Metropolitan City’s Ulju-gun has formed the ‘Ulju-gun Public Childcare Center Trustee Selection Review Committee’ to select trustees for 11 public childcare centers in the region.
Earlier, Ulju-gun conducted an open recruitment, rather than re-entrusting, to select competitive trustees for 11 public childcare centers, including Beomseo Childcare Center, whose entrustment period expires this year, receiving a total of 20 applications.
Subsequently, to ensure fair and objective evaluation, a separate ‘Ulju-gun Public Childcare Center Trustee Selection Review Committee’ composed of experts was established in July.
The existing Childcare Policy Committee, which previously handled the evaluations, had its member list disclosed externally during the term, leading to frequent fairness controversies during the review process, and many cases of disqualification between committee members and applicants.
The new Trustee Selection Review Committee operates by appointing multiple preliminary members qualified as members of the Ulju-gun Childcare Policy Committee. For each review, participating members are selected from the appointed members, and once the review is completed, members are automatically dismissed, significantly enhancing the fairness of the evaluation.
On the 1st and 25th of last month, Ulju-gun held the ‘Ulju-gun Public Childcare Center Trustee Selection Review Committee’ meetings at the Ulju-gun Office’s Pigeon Hall, and after document and interview evaluations, finally selected 11 trustees.
The evaluations were conducted in two sessions: five public childcare centers located in apartment management offices, and six standalone childcare centers in towns and townships.
The evaluation criteria were based on the Ministry of Education’s public notice ‘Detailed Evaluation Criteria for Selection and Management of Public Childcare Center Trustees,’ assessing ▲childcare center operation plans ▲expertise of the operating organization’s representative and director ▲operating organization’s performance ▲credibility of the operating organization ▲financial capability of the operating organization.
The entrustment period for the finally selected trustees is five years, from January 1, next year, to December 31, 2029.

An Ulju-gun official stated, “To ensure the fairest possible evaluation process for selecting public childcare center trustees, we formed a separate Trustee Selection Review Committee and selected trustees with professional knowledge and operational capability. We will do our best to strengthen the public nature of childcare and provide high-quality childcare services.”
