Hanam Mayor Lee Hyun-jae Orders Full Effort in Administrative Appeal for Dongseoul Substation
Lee Hyun-jae, Mayor of Hanam City, urged the Kim & Chang Law Office, appointed as the administrative litigation representative, and related departments to cooperate and ensure thorough preparation for the administrative litigation, as the hearing date is approaching in one week, during the weekly meeting held on the 28th.
On the 28th, Lee Hyun-jae, Mayor of Hanam City, urged the Kim & Chang Law Office, appointed as the administrative litigation representative, and related departments to cooperate fully in carrying out the administrative litigation, as the hearing date for the administrative litigation (November 4) is just one week away.
Regarding the administrative litigation filed with Gyeonggi Province by KEPCO last month on the 12th, claiming that the denial of the expansion of the Dongseoul Substation was unfair, Hanam City submitted a first response on the 23rd of last month denying KEPCO's claims.
However, since the decision to accept the administrative litigation claim is binding on the respondent and other related administrative agencies under Article 49 of the Administrative Litigation Act, and no objection procedure is allowed, this is an important matter requiring all-out efforts from all citizens.
On this day, the city plans to submit an additional response reflecting the matters reviewed with the representative (Kim & Chang Law Office), materials submitted by the Emergency Response Committee, and the results report of the Hanam City Council's special administrative investigation. The city will also request cooperation from the National Assembly, Gyeonggi Provincial Council, and Hanam City Council, as well as gather additional opinions from various sectors to ensure that KEPCO's claim is dismissed in the Dongseoul Substation administrative litigation.
Mayor Lee Hyun-jae of Hanam City reiterated, “Since the administrative agency’s administrative litigation is a single-instance system with no separate objection procedure, it is truly important. I once again urged the Kim & Chang Law Office, appointed as the administrative litigation representative, and related departments to cooperate and make every effort to ensure that the administrative litigation is dismissed.”

KEPCO filed an administrative litigation with Gyeonggi Province last month on the 12th, claiming that Hanam City's denial of the Dongseoul Substation expansion was unfair, citing reasons such as “lack of resident acceptance due to finalizing the expansion site without a resident opinion collection process, failure to meet the purpose of designating the development restriction zone to secure a healthy living environment for urban residents, and non-compliance with the public welfare promotion under the Building Act.”
