Incheon City Intensively Tracks High-Value Tax Delinquents Residing in Other Regions... Seizes Virtual Assets and More
Incheon City will step up its efforts to collect local taxes by starting to track high-amount tax delinquents residing in other regions.
On the 21st, the city announced that it has formed the 'Omega (Ω) Plus Team' consisting of 22 members, including not only existing city officials but also tax collection officers from 10 districts and counties, to track high-amount tax delinquents living outside Incheon.
The name 'Omega (Ω)' attached to the dedicated team signifies the last letter of the Greek alphabet, symbolizing the commitment to pursue and collect delinquent taxes to the very end. The Omega Plus Team, operating in nine groups of three members each, plans to conduct collection activities through on-site visits in four regions: Gangwon, Chungcheong, Gyeongsang, and Jeju, targeting a total of 140 high-amount tax delinquents.
The dedicated team will carry out measures such as wheel locking, towing, license plate seizure, and home searches of delinquent taxpayers' vehicles. In the first half of this year, they tracked 50 vehicles of high-amount delinquents residing in other regions and collected about 100 million KRW in delinquent taxes through wheel locking and towing.

Another dedicated tax collection team, the 'Omega Tracking Collection Team,' plans to focus on uncovering hidden assets and conducting day and night on-site collection activities targeting high-amount delinquents owing more than 5 million KRW. Since 2021, the city has operated the Omega Tracking Team, collecting 27.6 billion KRW over three years, including 10.1 billion KRW from 1,474 high-amount delinquents last year alone.
The 'Alpha (α) Livelihood Tax Delinquency Resolution Team,' responsible for investigating the status of livelihood-type delinquents owing less than 5 million KRW, encourages payment through phone and visit consultations and connects livelihood delinquents with welfare support. Over the past three years, the team has investigated about 91,000 people and collected 4.7 billion KRW. Additionally, 2,689 individuals received tax administration support, and 56 were linked to welfare departments to ensure community care.
Along with this, the city has updated address information and virtual accounts to encourage voluntary payment from delinquents, sending local tax delinquency payment notices to about 91,000 people owing more than 10,000 KRW. Next month, the city plans to continue encouraging payment and delinquency management using Kakao AlimTalk notifications.
The city will conduct a full investigation of delinquent taxpayers' pre-sale rights and virtual assets, immediately seizing any discovered assets. Seized assets will be subject to transaction restrictions and rapid collection measures.

An Incheon city official stated, "To ensure tax fairness, we will relentlessly track malicious high-amount delinquents regardless of their place of residence," adding, "By the end of the year, we plan to collect delinquent taxes through strong administrative sanctions such as asset seizure of real estate and deposits, travel bans, and public disclosure of names."
