“Strict Crackdown on Illegal Parking During Autumn Foliage Season on Seoraksan Osaek District Road”
Yangyang-gun to Specially Manage Route 44 Along Hangyeryeong Until October 31
Parking Attendants Deployed... Mobile Camera Parking Enforcement to Be Strengthened
Yangyang-gun, Gangwon Special Self-Governing Province (Governor Kim Jin-ha) announced on the 17th that it will implement special traffic management for the Namseorak Osaek area until October 31st, in anticipation of the peak autumn foliage season.
Every autumn, severe traffic congestion occurs due to the large number of tourists, and illegal parking of foliage excursion vehicles along national roads disrupts traffic flow and increases the risk of traffic accidents.
During the autumn foliage season, many hikers flock to the Hangyeryeong and Osaek courses for hiking to Daecheongbong Peak in Seoraksan, while Jujeongol, a relatively easy trekking course popular among visitors, has no visitor limit, and Heullimgol operates by reservation for up to 5,000 people per day, attracting great popularity. For reference, the number of visitors to the Osaek area reached 146,539 in October last year.
Nearby Osaek public parking lot and surrounding paid parking lots can accommodate 821 vehicles (100 large, 721 small), and the Osaek Gwanter parking lot, which is relatively farther away, can park 70 large buses. However, when the foliage turns red, the influx of tourists continues, causing repeated vehicle congestion.
Accordingly, Yangyang-gun is working with Sokcho Police Station, Yangyang-gun Model Drivers Association, and Yangyang-gun Autonomous Crime Prevention Corps to maintain smooth traffic flow.

On weekends and holidays when visitors concentrate, about 30 personnel are deployed daily near the hiking trails at Heullimgol Exploration Support Center, Gwanter Parking Lot entrance, Osaek Samgeori to Namseorak Exploration Support Center, and Hangyeryeong summit to crack down on illegal parking along National Road 44 and the Osaek area, and to guide tourists to available parking lots.
Additionally, with the cooperation of the Yangyang Branch Office of the Land Management Office, temporary traffic cones were installed on the approximately 9 km road section from the Osaek Bus Ticket Office to the Osaekryeong summit to block illegal parking. Illegal parking crackdown banners were posted at 15 major points between the Osaekryeong summit and Osaek Gwanter section. Furthermore, Yangyang-gun and Sokcho Police plan to conduct guidance and enforcement using mobile surveillance cameras from the Osaekryeong summit to the Jujeongol section and from the Namseorak Exploration Support Center to the Osaek entrance section.

A Yangyang-gun official stated, “As many tourists are expected to visit the area during the foliage season, we will do our utmost in traffic management to prevent traffic accidents and ensure smooth traffic flow.”
