Assemblyman Gang Dong-gil's Joint Public-Private On-Site Inspection for Ecological Environment Development of Jeongneungcheon and Resolution of Complaints in Uicheon
Exploring Jeongneungcheon and Uicheon Areas to Address Complaints and Seek Development Directions
Kang Dong-gil, a member of the Seoul Metropolitan Council and chair of the Urban Safety and Construction Committee (Seongbuk 3, Democratic Party), conducted an on-site inspection on the 4th along Jeongneungcheon Stream with related departments from the Seoul Water Circulation Safety Bureau, Seongbuk District Office, and local residents to assess the current situation for creating a waterside vitality hub and to address complaints such as inconvenience at the entrance to the Uicheon Stream and odor issues.
The on-site inspection was a follow-up to the joint policy meeting held on September 10 in the Urban Safety and Construction Committee conference room titled “Jeongneungcheon Ecological Restoration and Waterside Vitality.” Regarding Jeongneungcheon, the team directly examined the project site for the waterside vitality hub, reviewed the desirable direction for the “Jeongneungcheon Nature-Friendly Cultural Space Creation Master Plan” project, checked the early completion and space utilization plans for the “Jeongneungcheon Additional Maintenance Water Supply Project,” and inspected measures to resolve odor problems at the confluence with Wolgokcheon Stream.
Additionally, concerning Uicheon Stream, in preparation for summer heavy rains, they discussed in depth on-site the installation of barriers to block river access at the stream entrance and measures to improve odor and water quality at the discharge point of the sewage collection pipe.
Starting the inspection near Wolgok Station on Jeongneungcheon, Chair Kang raised the issue, stating, “This section has many complaints from residents due to severe odor caused by the covered Wolgokcheon Stream joining here.” He added, “To resolve this, the empty space at the Wolgokcheon confluence must be transformed into a resident-friendly ecological space.”
He also noted, “Concrete and excessive artificial stones laid throughout the bottom of Jeongneungcheon prevent it from functioning as a natural stream,” emphasizing, “It is urgent to prepare ecological spatial reorganization plans to improve this.”
In response, officials from Seoul City and Seongbuk District pledged to actively review the pointed issues, redefine the direction of the master plan project, and strive to promptly complete the maintenance water supply project.

Finally, Chair Kang expressed gratitude to Seoul City Council member Lee So-ra, Seongbuk District Council members Oh Jung-kyun, Lee Ho-geon, and Kyung Soo-hyun, as well as the staff from Seoul City and Seongbuk District who joined the inspection of Jeongneungcheon and Uicheon Stream with local residents that day.
