On the 1st, Yonhap News reported, "The Ansan branch of the Ministry of Employment and Labor arrested contractor Mr. A (69) on charges of violating the Labor Standards Act for withholding approximately 160 million won in wages from 43 workers." According to Yonhap, Mr. A, who had been constructing villas in the Gyeonggi-do area, used the construction payments received from clients to pay off his debts or cover family living expenses instead of paying the daily workers' wages. He evaded workers requesting wage payments by using mobile phones registered under other people's names and was arrested on the 30th at a construction site in Incheon.
