Kim is accused of awarding appointment letters related to election campaign activities to participants while dining with a group consisting of local voters at a restaurant in Pyeongtaek on March 20, about 20 days before the April 10 general election. The police believe Kim distributed appointment letters before the official election campaign period began, constituting pre-election campaigning, and referred the case to the prosecution.
