Accordingly, Mr. A installed CCTV in the area where the electric wheelchair was parked. The footage captured an unfamiliar man holding a sharp object resembling an awl, puncturing the wheelchair tires. He punctured all the tires from the front to the rear. On some occasions, he appeared wearing a sleeveless shirt and damaged the wheelchair.
Unable to move elsewhere without the wheelchair, Mr. A experienced significant inconvenience due to the incident. Mr. A’s nephew said, "My uncle (Mr. A) has mobility difficulties and rarely goes out except for hospital visits once every two weeks," adding, "If the tires are punctured like that, going out is impossible." He further pointed out, "It doesn’t seem right to repeatedly do such things to a disabled person with physical difficulties."
