Joo Ho-young Vice Speaker "Will the Democratic Party and National Assembly Speaker Break Parliamentary Customs?"
Joo Ho-young, the Deputy Speaker of the National Assembly from the People Power Party, stated on the 25th that he "refuses to preside over the National Assembly plenary session for the forced passage of the Democratic Party's Broadcasting Act amendments."
On the same day, Deputy Speaker Joo released a statement regarding presiding over the plenary session, saying, "The Democratic Party is pushing through the four broadcasting-related bills by force. I absolutely do not agree with this way of operating the National Assembly, recklessly forcing bills through by leveraging numerical superiority."
He continued, "I ask the Democratic Party and Speaker Woo Won-shik, do you intend to operate the National Assembly with such violent majority voting for the next four years? Do you plan to trample on the deliberative democracy and consensus democracy stipulated by the Constitution and the National Assembly Act? Do you intend to completely destroy the rational parliamentary practices established under the 1987 system?"
He also pointed out, "The four broadcasting bills submitted to today's plenary session by the Democratic Party did not undergo sufficient debate and discussion in the standing committee. Speaker Woo Won-shik unilaterally set the schedule and notified the ruling party, but there was no discussion regarding the operation of the plenary session."
He added, "Why is the Democratic Party trying to forcibly pass the broadcasting bills now, after not handling them during their time as the ruling party? The Broadcasting Act is an important bill closely related to the lives of the people. It has not gone through proper discussion or debate, and there are serious procedural flaws."

Earlier, Choo Kyung-ho, the floor leader of the People Power Party, requested during the Supreme Council meeting held at the National Assembly in the morning that the presiding over the plenary session be refused, citing, "In December 2019, Deputy Speaker Lee Ju-young refused to preside over unlimited debate in protest against the unilateral submission of the election law, setting a precedent."
