The People Power Party has proposed a revision to the Government Organization Act as a party bill to establish the Population Strategy Planning Department in preparation for low birth rates and aging. The Population Strategy Planning Department will be a central administrative agency responsible for the formulation and overall management of population policies, and the Minister of Population Strategy Planning will concurrently serve as the Deputy Prime Minister for Social Affairs.

View original imageOn the 11th, Choo Kyung-ho, the floor leader of the People Power Party, directly submitted the proposed revision to the Government Organization Act and the revision to the Framework Act on Low Birth Rate and Aging Society to the National Assembly Secretariat. The bill was jointly proposed by Floor Leader Choo and agreed upon by all 108 members of the People Power Party. Floor Leader Choo stated, "We have proposed the establishment of the Population Strategy Planning Department to enable a comprehensive, systematic, and effective approach to the low birth rate issue."
Reviewing the bill proposed that day, the Population Strategy Planning Department will perform budget allocation and coordination functions for low birth rate projects across ministries, enabling practical exercise of authority. The 'Framework Act on Low Birth Rate and Aging Society' will be renamed the 'Basic Act on Population Crisis Response.' This aims to broaden the scope of policies from solely addressing low birth rates and aging society to encompassing population strategy. The existing Presidential Committee on Low Birth Rate and Aging Society will be renamed the Population Crisis Response Committee and reorganized under the jurisdiction of the Minister of Population Strategy Planning to unify authority and responsibility for population policies.
The bill does not include the 'abolition of the Ministry of Gender Equality and Family,' which the Democratic Party of Korea has opposed. Regarding this, Floor Leader Choo explained, "Since the bill was discarded in the 21st National Assembly, the current revision to the Government Organization Act does not include the abolition of the Ministry of Gender Equality and Family."

The People Power Party also included the establishment of a Minister of Political Affairs in the revision to the Government Organization Act. The main role of the Minister of Political Affairs is to be responsible for communication between the Presidential Office and the National Assembly. Floor Leader Choo said, "Since the opposition party also shares the same intention, I once again earnestly request active cooperation so that the National Assembly can promptly process this and the executive branch can systematically create a foundation to solve the low birth rate issue."
