Bill Proposed to Provide Employment and Promotion Benefits for Civil Servants with Multiple Children
Representative Yang Bu-nam's Proposal
A bill enabling personnel management benefits such as appointment, promotion, and transfer for national and local government officials with multiple children has been proposed.
On the 2nd, Yang Bu-nam (The Democratic Party of Korea, Gwangju Seo-gu Eul) announced that he had respectively introduced the "Partial Amendment to the National Public Officials Act" and the "Partial Amendment to the Local Public Officials Act" as the main sponsor.
Current law stipulates preferential treatment for persons with disabilities, science and engineering majors, and low-income groups regarding public official appointments and career evaluations.
However, as a measure to reverse the unprecedentedly rapid trend of low birth rates, Representative Yang explained that the bill aims to allow "parents raising multiple children" to receive personnel benefits alongside persons with disabilities, science and engineering majors, and low-income groups.
The amendment suggests that public officials raising multiple children should also be included as beneficiaries of preferential treatment in personnel management to improve the childcare environment for public officials and enhance awareness of childbirth.
Representative Yang said, "To improve the childcare environment for public officials and enhance awareness of childbirth, public officials with multiple children should also be included as beneficiaries of preferential treatment in personnel management," adding, "If preferential treatment in personnel management such as appointment, promotion, and transfer is made possible, it is expected to contribute to solving the low birth rate problem."
