This call is being interpreted as an effort by Han to improve his relationship with President Yoon. After the crushing defeat in the April 10 general election, Han was invited to a luncheon meeting with President Yoon but declined due to health reasons. Subsequently, Han met repeatedly with emergency committee members and party office staff, which led to rumors of discord with President Yoon.
