Mandatory Inter-Apartment Noise Management Committee in Apartment Complexes from October... 2,215 Complexes in Gyeonggi-do
Gyeonggi Province will support the early formation and capacity building of noise management committees in apartment complexes with 500 or more households, as the establishment of such committees will be mandatory starting this October.
According to Gyeonggi Province on the 2nd, the revised enforcement decree and enforcement rules of the Apartment Housing Management Act containing these provisions will take effect on October 25.
The Noise Management Committee is a resident self-governing organization composed of members of the residents' representative meeting, nominees from community activation groups, and the head of the management office, established to prevent and mediate disputes caused by noise between floors. It listens to noise complaints, verifies facts, and autonomously mediates and adjusts to prevent conflicts and resolve disputes.
There are 4,402 apartment complexes subject to mandatory management in the province. Among them, 2,215 complexes with 500 or more households are subject to the mandatory Noise Management Committee requirement.
Gyeonggi Province will conduct on-site training sessions in each city and county by mid-July to facilitate the early formation and smooth operation of Noise Management Committees in the apartment complexes subject to mandatory management.
The training targets 79 complexes in 21 cities that expressed interest during a prior demand survey. The main training contents include ▲methods and roles of forming Noise Management Committees within apartment complexes ▲explanations of the operational system such as noise dispute mediation procedures and mediation techniques to enhance internal capabilities ▲listening to difficulties and suggestions to explore support measures.
Previously, in 2013, Gyeonggi Province established a legal basis for supporting the formation of Noise Management Committees in the Apartment Housing Management Regulations. In April this year, the regulations were revised to make the formation of Noise Management Committees mandatory for apartment complexes with 500 or more households.

Park Jong-geun, head of the Apartment Housing Division of Gyeonggi Province, stated, "Understanding and concessions among apartment residents should come first to prevent noise disputes. We hope this training will help in the early formation and effective functioning of Noise Management Committees within apartment complexes, and we will continue to make sustained efforts to prevent noise issues and resolve conflicts."
