Public Procurement Service to Fully Disclose Large Construction Project Review Process... "Eradicating Fraud at the Source"
The Public Procurement Service (PPS) is promoting a plan to disclose the entire bid proposal review process for large-scale construction projects to fundamentally prevent fraudulent activities.
On the 24th, the PPS announced that it will disclose the entire review and evaluation process of bid proposals in real-time for seven large-scale construction projects, including the ‘Baegot Seoul National University Hospital Construction Project,’ in the second half of this year.
The total project cost for these projects amounts to approximately 1.6 trillion KRW. The PPS plans to broadcast the review process of large-scale public construction projects, such as hospital facilities closely related to public life, with an average cost exceeding 200 billion KRW, on YouTube in real-time, allowing anyone to observe anytime and anywhere without separate procedures.
This is the first time that the entire review process of large-scale construction projects will be disclosed externally.
The responsibility of the review committee members to explain the evaluation results will also be strengthened. The PPS has previously faced unnecessary misunderstandings due to limited disclosure of reviews, including careless preparation by committee members, formal procedural conduct, and concerns about fraudulent activities.
However, moving forward, the PPS plans to transparently disclose the two-day intensive debate-style review process to foster a sincere review atmosphere among committee members.
In particular, the PPS has formalized guidelines necessary for real-time disclosure and has institutionalized them.
By reflecting the results of three pilot broadcasts and legal consultations, the PPS has stipulated detailed matters such as projects subject to disclosure, broadcast restriction sections, and prior consent procedures, ensuring that the disclosure of the review process is not left to the discretion of individual officers for each case but can continue as a standardized operational method.
Separately from the decision to disclose the review process of large-scale construction projects on YouTube in real-time, the PPS plans to additionally promote holding pre-disclosure briefings and preparing a standard bidding guide that removes unfair clauses, focusing on securing fairness in the review process.
