Serial Sex Offender Park Byunghwa Moves to Suwon City, Countermeasure Meeting Held... Installation of Guard Posts and CCTV

View original imageThe city of Suwon in Gyeonggi Province held a countermeasure meeting with the police and related agencies on the 16th regarding the registration of serial sex offender Park Byunghwa's move-in and decided to respond jointly.
At the countermeasure meeting held at the City Hall Disaster and Safety Situation Room on the same day, Suwon City decided to hire additional security guards and set up a post around Park Byunghwa's residence to operate 24 hours a day.
In consultation with the residents of the building where Park Byunghwa moved in, additional closed-circuit televisions (CCTV) will be installed inside and outside the building, and Crime Prevention Through Environmental Design (CPTED) will be implemented in the area. CPTED is a project that creates a safe living environment by introducing appropriate techniques such as CCTV, emergency bells, LED lighting, street security lights, and safety mirrors in crime-prone areas.
Additionally, Suwon City will urge the Ministry of Justice to enact the Protective Custody Act, which requires child sex offenders and others to be isolated from society and supervised in protective custody facilities even after release, and propose the participation of local governments in the 'Review Committee on Probation Office Affairs' that determines the residence of released offenders.
The police designated the area around Park Byunghwa's residence as a special crime prevention zone immediately after his move-in registration and formed a dedicated investigation response team. They also stationed a patrol car permanently near the residence, deployed mobile patrol personnel, and strengthened patrols.
The Suwon Probation Office of the Ministry of Justice is closely managing Park Byunghwa and conducting 24-hour continuous monitoring.
Mayor Lee Jaejun of Suwon said, "Related agencies must continuously communicate and cooperate so that citizens do not feel anxious," and added, "It is time to prepare fundamental measures to restrict the residence of violent criminals."

Park Byunghwa was arrested on charges of breaking into villas in Gwonseon-gu and Yeongtong-gu, Suwon City, Gyeonggi Province, from December 2002 to October 2007 and sexually assaulting ten women in their twenties. He was sentenced to 15 years in prison and served his sentence, then was released in October 2022 after completing his term. After release, he moved into a one-room apartment near a university in Bongdam-eup, Hwaseong City, and registered his move to Suwon City on the 14th of this month.
