View original imageOn the 12th, the city announced that it had received the highest grade, ‘SA Grade,’ in the ‘2024 Nationwide Local Government Heads’ Pledge Fulfillment and Information Disclosure Evaluation’ conducted by the Korea Manifesto Practice Headquarters.
The Korea Manifesto Practice Headquarters evaluated 226 local governments nationwide over the past 90 days based on five detailed indicators: ▲pledge fulfillment completion ▲achievement of 2023 goals ▲resident communication ▲web communication (Pass/Fail) ▲consistency (Pass/Fail). The final evaluation results were announced with grades assigned on a six-level scale (SA, A, B, C, D, F).
포항시 achieved the remarkable feat of earning the ‘Highest Grade (SA)’ for four consecutive years, from the 2021 and 2022 pledge fulfillment evaluations of the 7th local government term to the 2023 pledge planning and 2024 pledge fulfillment evaluation of the 8th local government term.
The city’s 8th local government term pledges consist of a total of 83 projects across five areas: ▲a sustainable growth East Sea economic city through the completion of a new industry ecosystem (22 projects) ▲creation of a carbon-neutral green & clean eco-friendly city (14 projects) ▲an East Sea cultural tourism city overflowing with unique attractions of Pohang (16 projects) ▲differentiated and seamless welfare for all, convenient and pleasant city (19 projects) ▲a safe city with fundamental responses to disaster crises in the era of climate change (12 projects).
Major pledge projects include ▲leaping forward as a global K-battery hub city ▲establishing a foundation for an eco-friendly hydrogen energy industrial city ▲realizing an innovative biomedical city ▲fostering future agriculture food tech ▲creating the Homigot Peninsula National Marine Garden ▲promoting the seamless establishment of a resource circulation town ▲expanding urban forest zones ▲and the construction of the Ocheon Hangsa Dam project.
To ensure the smooth implementation of pledge projects, the city holds regular pledge project progress reporting meetings to identify difficulties in advance during the implementation process and respond proactively.
Additionally, the Pohang City Citizen Policy Evaluation Group operates annually with the purpose of allowing citizens to directly inspect the status of pledge project implementation and derive improvement plans through deliberation on detailed adjustment agendas.

Mayor Lee Kang-deok said, “I am grateful to the Pohang city officials who worked together for the good evaluation results that came from the efforts made to fulfill the pledges,” adding, “The 8th local government term pledges are precious promises made through communication with citizens for a sustainable future, and we will continue to do our best so that citizens can feel the fulfillment of these pledges.”
