Kim Gilsung, Mayor of Jung-gu Seoul, Achieves Highest SA Grade in Pledge Fulfillment Evaluation for the First Time
Jung-gu, Seoul (Mayor Kim Gil-seong) achieved the highest score in the 2024 pledge implementation evaluation for the 8th local government term, organized by the Korea Manifesto Practice Headquarters. This is the first time Jung-gu has received the top evaluation. This remarkable achievement holds significant meaning as it was accomplished through Mayor Kim Gil-seong's continuous communication and efforts to prioritize and fulfill promises made to the residents since taking office.
The Korea Manifesto Practice Headquarters conducted an evaluation of pledge implementation and information disclosure for the second year of the 8th local government term nationwide, selecting basic local governments that scored 83 points or higher (SA grade) across five categories: ▲pledge completion ▲2023 goal achievement ▲resident communication ▲web communication ▲pledge consistency, and announced the results on the 10th.
Until now, Jung-gu had remained in the lower ranks in the nationwide basic local government pledge implementation evaluations. However, Jung-gu has changed significantly since the 8th local government term. It selected five focus areas: ▲a city where forests, people, and buildings become one ▲welfare and health happiness for all ages and genders ▲education that brings people back ▲a vibrant economy ▲citizen communication and harmony infused by residents, and has been working tirelessly over the past two years to promote 83 pledge projects.
As a result, by December 2023, 45 projects were completed, achieving a pledge implementation rate of 53%. This exceeds the national average of 39.69% and is also higher than the Seoul area average of 45.41%.
Among the completed projects in the 8th local government term are ▲opening of the monorail at Daehyeonsan Reservoir Park ▲expansion of CCTV for alley safety ▲transportation support for senior citizens ▲bathing support for mobility-impaired elderly ▲expansion of childbirth and childcare support funds and postpartum care expenses ▲operation of communication channels with the mayor.
Additionally, projects pursued with a long-term perspective, such as ▲relaxation of Namsan height restrictions ▲rapid promotion of redevelopment in Sindang 10 District and Jungnim-dong 398 area through the public support cooperative direct establishment system, are also nearing concrete results.
Furthermore, the district regularly discloses the status of pledge implementation on the district office website for transparent management. It also leads resident opinion collection by operating the online communication platform ‘Onttong Jung-gu’.
To monitor pledge implementation, the district operates the ‘Jung-gu Resident Jury Panel,’ which involves residents directly. The panel reviews the appropriateness of pledge adjustments and evaluates pledge implementation to enhance transparency and reflect residents' opinions in policies.

Mayor Kim Gil-seong of Jung-gu stated, "The fruitful results across the district administration were achieved through the united efforts of all staff to keep the precious promises made to residents." He added, "We will continue to do our best to achieve the pledges made to residents through active communication with them."
