Goyang Tanhyeon Selected as New Site for Rainwater Runoff Reduction Facility Project
The Tanhyeon district in Goyang City, Gyeonggi Province, has been selected as a 'New Project Site for Excellent Stormwater Runoff Reduction Facilities' by the Ministry of the Interior and Safety.
Stormwater runoff reduction facilities are designed to infiltrate rainwater into the ground or temporarily store it when heavy rain falls suddenly, such as during summer monsoon downpours.
Stormwater detention facilities store stormwater in underground reservoirs during heavy rain to prevent flooding in areas prone to frequent inundation. When river water levels drop, the stored rainwater can be released and used as water resources for maintaining river flow.
The stormwater runoff reduction facility project in Goyang Tanhyeon involves constructing a detention facility with a storage capacity of 19,200 cubic meters, capable of handling rainfall with a 50-year return period, along with upgrading surrounding sewage pipes. This project addresses flooding damage that occurred during the monsoons of 2017 and 2022 in Tanhyeon.
The total project cost is 35 billion KRW. Once completed, it is expected to prevent flooding in a 175-hectare area of the nearby watershed.
Currently, stormwater detention facilities are installed and operated in five cities and counties within the province: Suwon, Anseong, Yeoncheon, Bucheon, and Guri.
Among these, the Bucheon Bernecheon stormwater detention facility, completed in 2015, has a maximum storage capacity of 43,000 cubic meters. During the heavy rain in 2022, when many cities and counties suffered flood damage from rainfall reaching up to 77mm per hour, the Bernecheon facility stored rainwater and prevented flooding in a 75-hectare low-lying area of Wonjong-dong, Bucheon City.

Kim Neungsik, Director of the Gyeonggi Province Safety Management Office, stated, "The selection of the new Goyang Tanhyeon project is a meaningful achievement made possible through cooperation between Gyeonggi Province and the city, given the difficulty of securing land in the metropolitan area." He added, "In an era where extreme heavy rains are becoming more frequent due to the climate crisis, we hope other cities and counties will actively promote stormwater runoff reduction facility projects to proactively protect the lives and safety of residents."
