Regular Inspections for Illegal Filming Devices in Public Restrooms to Eradicate Illegal Filming
Yangcheon-gu (District Mayor Lee Gi-jae) announced that it has begun full-scale efforts to create a safe Yangcheon by significantly strengthening patrols focused on safety-vulnerable areas and providing late-night accompaniment services for safe returns home, so that safety-vulnerable groups such as women, adolescents, and single-person households can enjoy a safe and secure daily life.
To create a safe and secure village environment, the district operates three representative projects: ▲Safe Village Security Guards ▲Safe Return Scouts ▲Citizen Monitoring Group Against Illegal Filming. Through these, it plans to secure a social safety net and further narrow blind spots in safety.
Creating Safe Late-Night Return Paths: Operation of Safe Village Security Guards and Safe Return Scouts
First, the newly implemented ‘Safe Village Security Guards’ program was established to create a safe residential environment for returning home late at night by deploying security guards in residential vulnerable areas, amid a continuous threat to safety in daily life due to indiscriminate and abnormal motive crimes.
The patrol base area targets the Sinjeong 4-dong area, which is densely populated with single-person households, where four Safe Village Security Guards have been deployed. Utilizing autonomous crime prevention posts, the security guards conduct repeated patrols to prevent crimes in vulnerable areas and respond to various daily safety issues from 10 p.m. on weekdays until 2:30 a.m. the next day.
The ‘Safe Return Scouts’ program supports safe nighttime returns for crime-vulnerable groups such as women and adolescents and includes regular late-night patrol activities. Six Safe Scout members, wearing yellow vests and other attire, operate in pairs and conduct activities from 10 p.m. to midnight on Mondays and from 10 p.m. to 1 a.m. the following day from Tuesday to Friday. Currently, the program operates in a total of 11 neighborhoods: Mok 2, 3, and 4-dong; Sinwol 1, 2, 3, 4, and 5-dong; and Sinjeong 2, 3, and 4-dong.
In particular, applications for return support have been unified through the ‘Seoul Ansim-i App’ to reduce user confusion and enhance convenience. Last year, the district provided 2,404 accompaniment services for return support and conducted 3,896 patrol activities.
Eradicating Illegal Filming: 10-member Citizen Monitoring Group Focuses on Private Restrooms
Additionally, the district operates a ‘Citizen Monitoring Group Against Illegal Filming’ to inspect the installation of illegal filming devices in multi-use facilities within the area, aiming to eradicate illegal filming. The 10-member monitoring group conducts regular inspections twice a month focusing on private restrooms and carries out an illegal filming prevention and awareness campaign once every quarter.
Last year, the monitoring group regularly inspected a total of 139 restrooms and, in particular, conducted joint inspections with the Yangcheon Police Station on restrooms in local academy districts and restrooms and changing rooms at the Anyangcheon water playground.
Furthermore, to create a safe nighttime walking environment, the district supports safety equipment for single-person households, installs safe return path markers (floor lighting) in side road sections, and operates the Seoul Ansim-i App and dedicated Ansim-i control (linked with the U-Yangcheon Integrated Control Center).
