Operating the 'Policy Discovery Team' Based on the Digital Platform Government
The Ministry of the Interior and Safety is initiating policy development for future challenges such as artificial intelligence (AI) and population decline. This is a measure to flexibly respond by discovering new policies linked to major social issues and to prepare for the newly changing administrative environment.
According to government ministries on the 2nd, the Ministry of the Interior and Safety recently began work to identify and policyize future challenges such as AI, population decline and shrinking society, compressed regional regeneration, and climate change. A government official explained, "The goal is to create and promote policies that help the nation and citizens by identifying social, economic, and cultural issues in the context of operating the government with the aim of realizing a digital platform government."
To this end, the Ministry plans to select issues based on three major policies (Digital Platform Government, Local Era, National Safety), categorize them into divisions, and form a 'Policy Discovery Group' centered on a large number of experts. The Policy Discovery Group will analyze overseas cases and related departments’ data to derive new policies with high public resonance.
For example, representative cases include the expanded promotion of the digital platform government utilizing AI or regional redevelopment inspired by France’s 'Grand Paris' project. Additionally, more concrete initiatives may include services that provide personalized draft complaint forms for IT vulnerable groups using AI algorithms or the designation of drought disaster zones.
The government plans to further strengthen competitiveness, as Korea has ranked first overall for two consecutive times in the 'Digital Government Evaluation' conducted by the Organisation for Economic Co-operation and Development (OECD). First, improvement work is underway starting with the government system. Discussions have begun to establish a 'one-stop customized administrative service' system that breaks down barriers between ministries and gathers scattered information and data, starting with about 420 services by the end of the year and reorganizing a total of about 1,500 administrative services over three years.

Recently, the '2024 Government Innovation Comprehensive Plan' was also finalized and announced. The core is to enhance the convenience and accessibility of administrative services using digital technology. This plan also includes measures to actively utilize data analysis to solve urgent issues and social problems, promote customized policies for future generations, and establish policies to respond to normalized crises and risks such as population decline and climate change.
