On the 26th, Chungnam Governor Kim Tae-heum unveiled plans to develop the Chungnam Global Holti Complex at the launch ceremony of the Regional Revitalization Investment Fund held at Cheonan City Hall, hosted by the Ministry of Economy and Finance.
The Regional Revitalization Investment Fund is a support structure that allows local governments and the private sector to pursue desired projects without restrictions. The fund's 'mother fund' was established with 300 billion KRW, including 100 billion KRW from government finances, 100 billion KRW from the Korea Development Bank, and 100 billion KRW from the Local Extinction Response Fund.
The province plans to finance the Chungnam Global Holti Complex project through contributions from the mother fund, its own capital, and private investments.
The Chungnam Global Holti Complex will cover 508,200 square meters (154,000 pyeong), making it the largest in the country. The province intends to invest 330 billion KRW to develop a smart farm cluster and convergence complex equipped with production and distribution functions.
The province aims to establish a Special Purpose Company (SPC) by the end of this year and commence smart farm construction, with the goal of having the entire complex operational by 2026.
The Seosan AB district is an ideal location for related industries to settle, as infrastructure has been completed alongside the establishment of a 1.8 million pyeong agricultural bio-wellbeing research special zone.
Governor Kim stated, "The Chungnam Global Holti Complex will serve as a catalyst to solve rural issues," adding, "Through distribution agreements such as contract farming, all produced goods will be purchased to guarantee stable profits."
He further emphasized, "By collaborating with the Netherlands to equip the convergence complex with an education system, it will be possible to receive local Dutch education for as little as 70,000 KRW," and "Through this project, the Seosan AB district will firmly establish itself as a leading model for future agriculture."
Governor Kim also remarked, "The Chungnam Global Holti Complex, funded by the Regional Revitalization Investment Fund, represents a groundbreaking shift from government-led agricultural policies that have relied solely on government finances and subsidies," and "We will ensure smooth progress so that the government, global companies, young farmers, and the local community can all participate and grow together."
