"Nuieunyuie" Foreign National Arrested and Prosecuted for Mocking Police... Charged with Fare Evasion and Public Intoxication
A foreign national in his 40s who caused a disturbance after drinking and posted a video mocking the police on social networking service (SNS) has been indicted while in custody.
The Criminal Division 1 of the Seoul Western District Prosecutors' Office (Chief Prosecutor Heo Seong-hwan) announced on the 15th that Mr. A (43), a South African national, has been indicted in custody on charges of fraud, obstruction of business, and insult.
Mr. A is accused of causing a disturbance and insulting police officers at a police substation in Yongsan-gu, Seoul, from the 16th of last month to the 2nd of this month.
On the 27th of last month, Mr. A also filmed the face of a police officer during an altercation and posted it on SNS. The video showed Mr. A repeatedly making sounds like "nwiye nwiye" while mocking the police officer who was demanding that he leave the police substation.
Additionally, Mr. A was arrested on the spot by the police on charges of dining and drinking without paying, having consumed approximately 96,000 won worth of food and alcohol twice at a restaurant in Yongsan-gu, Seoul, over two days starting from the 1st of this month.
It has been identified that Mr. A had previously been arrested on the spot by the police three times. On the 16th of last month, he was arrested for obstructing taxi operations by filming license plates and saying he would upload the footage online after a conflict with a taxi driver over fare issues in front of responding police officers.
Two days later, on the 18th of last month, he was arrested for causing a disturbance at the police substation while intoxicated, refusing the police officers' request to go home, and breaking a broom inside the substation. On the 29th of the same month, he was arrested for refusing to show his passport and verbally abusing police officers who responded to a 112 emergency call.
