District Neutralizes Illegal Advertising via Phone Bombing...Simultaneously Disables Phone Numbers
Mapo-gu (District Mayor Park Gang-su) declared a war last year against illegal advertisements of new types of entertainment establishments such as "Shirts Room," and starting from March 15 this year, it will take strong action against illegal mobile advertisements using an "Automatic Warning Call System."
The district explained that despite the start of the school term in March, cases of random distribution of youth-harmful advertisements for immoral establishments on the roads have been increasing recently, causing discomfort among citizens.
The "Automatic Warning Call System" is a program that automatically makes calls to the phone numbers of illegal advertisers and sends an automated message warning that they are subject to fines and criminal penalties.
Using a so-called "phone bomb" method, calls are repeatedly made at intervals of 1 minute, 5 minutes, etc., and since calls are made from 100 different numbers, it is difficult for illegal advertisers to block or screen the calls.
The district expects that with the introduction of this "Automatic Warning Call System," immediate crackdowns and corrections will be made rather than post-violation punishments.
A district official stated, "Illegal advertisement distribution mainly occurs at night using motorcycles or by employing illegal residents to avoid crackdowns," adding, "Moreover, since they mainly use burner phones, it took a lot of time and procedures to identify and punish the actual advertisers."
In contrast, the district explained that the "Automatic Warning Call System" can neutralize the advertising effect by making it difficult to connect calls through continuous calls without identifying the advertiser, and that combining it with requests to suspend the use of phone numbers can further enhance the crackdown effect.
The district plans to primarily induce illegal advertisers to voluntarily remove their advertisements through the "Automatic Warning Call System" and take administrative actions such as imposing fines if they do not comply.
Additionally, the district will also focus on promoting the eradication of illegal advertisements by posting about 30 banners urging the removal of illegal advertisements in each neighborhood.
Meanwhile, last year, the district took major actions to clean up illegal advertisements harmful to youth entertainment establishments, prosecuting 10 distributors of Shirts Room flyers and imposing fines totaling 30 million won, while collecting more than 50,000 illegal flyers in total.

Park Gang-su, Mayor of Mapo-gu, said, "We can never tolerate provocative advertisements or illegal loan advertisements that disrupt the pedestrian environment used by all citizens and especially negatively affect the emotions of children and adolescents," adding, "We will block illegal advertisements at the source and efficiently eradicate them through the Automatic Warning Call System to create a pleasant and safe urban environment."
