The participating institutions included 10 organizations: Korea National Park Service, Korea Workers' Compensation and Welfare Service, Seoul Metro, Korea Rural Community Corporation, Korea Environment Corporation, Busan Transportation Corporation, Busan Port Authority, Korea Rural Community Corporation, Korea Veterans Health Service, and National Information Society Agency.
At the meeting, the Fair Trade Commission explained the Bid-Rigging Suspicion Analysis System, which analyzes signs of bid-rigging, provided guidelines for ordering agencies to consider when issuing bids, and listened to the voices from the bidding field from the ordering agency officials.
The Cartel Investigation Bureau of the Fair Trade Commission emphasized that "bid-rigging, which fundamentally blocks competition in the public procurement market, is a serious violation of the Fair Trade Act that can cause damage to the livelihood economy, as it leads to waste of national budget and can directly result in increased public utility charges burdening the public."
