Democratic Party of Korea lawmaker Seo Dong-yong (Suncheon·Gwangyang·Gokseong·Gurye (Eul)) announced "Gwangyang as a hub city for advanced industries" as a key pledge for the 22nd general election.
He plans to designate Gwangyang as a secondary battery opportunity development special zone and additionally establish a national industrial complex for future advanced materials, aiming to develop the Gwangyang Bay area into the nation's top advanced industry mecca for secondary batteries, hydrogen, aerospace, and more.
During the 21st National Assembly, Seo Dong-yong actively participated in the National Assembly's Advanced Strategic Industry Special Committee, securing national funds for projects such as the "Establishment of an Eco-friendly Lithium Secondary Battery Recycling Testbed" and the "Research on Hydrogen Supply Pipeline Network Construction in Gwangyang Bay." He also proposed amendments to the "Shared Water Surface Management Act" and the "Industrial Location Act" to improve regulations on Donghoan, consistently striving to attract advanced industries and build a foundation in the region.
Seo stated that he will first focus on designating the "Gwangyang Bay Secondary Battery Opportunity Development Special Zone" and establishing the "National Industrial Complex for Future Advanced Materials," ensuring practical support for resident companies through regulatory exemptions, tax and financial support, and improvements in living conditions. Furthermore, on the Donghoan site in Gwangyang City, where development restrictions have been lifted, he plans to attract additional large-scale investments in steel, eco-friendly future materials, and eco-friendly infrastructure alongside the already confirmed 4.4 trillion KRW investment plan by POSCO for secondary batteries, hydrogen, LNG, hydrogen reduction steelmaking, and rare gases.
He also announced plans to create a system to simplify related administrative procedures.
In the Yulchon Industrial Complex in Gwangyang Bay, Seo aims to establish an aerospace industry cluster where domestic production and assembly of space launch vehicles take place, centered around Hanwha Aerospace’s space launch vehicle assembly plant. He further revealed plans to develop the Gwangyang Bay area as a key hinterland in the South Coast aerospace industry belt, which extends from Goheung in Jeollanam-do to Gwangyang Bay, Sacheon, and Changwon.
To foster advanced industries, Seo intends to significantly increase investment in nurturing local talent and education. He plans to establish related departments linked with anchor companies in advanced industries at specialized local high schools such as Gwangyang High-tech High School and Korea Port Logistics High School, as well as Suncheon National University, which was selected as a glocal university last year. He also aims to expand local talent recruitment programs and build a cooperative system among industry, academia, and research.

I will strive to develop Gwangyang Bay into the nation’s premier advanced industry hub and a forward base for Korea’s advanced industry development.”
