Yangcheon-gu (District Mayor Lee Gijae) announced that, in preparation for the new school semester, traffic safety instructors will be assigned to elementary schools in the area to create safe and secure routes for students to commute to and from school.
Children’s School Commute Traffic Safety Guidance Project, Accompanying Students from School to Home, 28 Instructors Assigned This Year
First, to prevent child traffic accidents and crimes against children, the “Children’s School Commute Traffic Safety Guidance Project” has been implemented since 2012. This project gathers students in the lower grades of elementary school who have similar commuting routes and assigns professional traffic instructors to accompany them on their way to and from school, ensuring their safety. Each route team consists of up to 8 instructors.
This year, after conducting a preliminary demand survey targeting local elementary schools, the district plans to assign 28 traffic safety instructors to 14 schools including Yanggang Elementary, Galsan Elementary, and Shinwon Elementary, to safely oversee the commute of approximately 140 lower-grade students.
The district stated, “Thanks to traffic safety instructors who possess extensive safety guidance know-how and rich traffic knowledge, the prevention effect on child crimes and traffic accidents is very significant, receiving great support from parents. Over the past 10 years, more than 300 traffic safety instructors have been selected, and they have guided over 2,200 students.”
In particular, starting this year, depending on school conditions, traffic safety instructors will either accompany students or be stationed at key risk areas, further narrowing safety blind spots.
Additionally, to prevent traffic accidents in school zones, which tend to occur more frequently at the start of the school year, the “School Commute Safety Support Project,” newly launched last year with educational expense subsidies, will continue this year. To this end, the district plans to provide a budget of 100 million KRW to 20 local elementary, middle, and high schools for the deployment of their own safety instructors.
Children’s Commute Route Traffic Guidance, Special Maintenance of Elementary School Commute Routes
The district is promoting the “Children’s Commute Route Safety Keeper Project” in collaboration with the Yangcheon Green Mothers’ Association. The association conducts traffic safety guidance during school commutes on the routes of all 30 elementary schools in Yangcheon-gu, monitoring and educating drivers who violate traffic laws to prevent child traffic accidents.
In particular, the district plans to conduct a “Special Maintenance of Elementary School Commute Routes” by March 8 to further ensure the prevention of child safety accidents. The patrol areas cover the commute routes around all 30 elementary schools in Yangcheon-gu, with enforcement teams organized to patrol at least once daily to inspect illegal street vendors and hazardous obstructions.
In May of last year, to create safe commute routes, the district signed a Memorandum of Understanding (MOU) with Yangcheon Police Station and Gangseo Yangcheon Office of Education to strengthen organic cooperation among institutions and actively collaborate on improving traffic safety facilities. Especially, a comprehensive joint safety monitoring survey was conducted targeting local elementary schools to maintain traffic safety facilities such as safety fences, enforcement cameras, and traffic lights. Joint traffic safety education and campaigns were also held in vulnerable safety zones to actively encourage participation from both students and drivers.

Lee Gijae, Mayor of Yangcheon-gu, stated, “To prevent traffic accidents in school zones, which are especially prone to occur at the start of the school year, we will carefully operate the school commute traffic safety project. Moving forward, we will closely monitor and inspect risk factors and safety blind spots on children’s commute routes to create a safe commuting environment where both children and parents can feel at ease.”
