On the 24th, Governor Kim held a meeting with 30 young people, including members of the youth agricultural group Pocheon 4-H Federation, social workers, volunteers, students, self-employed individuals, and job seekers, at a cafe in Pocheon City, where he made these remarks.
This was the third meeting with young people in Pocheon City. Previously, Kim met with young people in Pocheon in May 2022 during his candidacy for governor of Gyeonggi Province and again in June 2022 after his election.
The meeting was conducted in a Q&A format, with young workers from northern Gyeonggi raising concerns and questions about the Gyeonggi Northern Special Autonomous Province, and Governor Kim providing answers.
Governor Kim explained, "A game changer is needed for the development of northern Gyeonggi. Although there are many tasks to be done in the northern cities and counties, such as transportation, medical services, education, jobs, and attracting businesses, a fundamental change is necessary, and I believe that is the Northern Special Autonomous Province."
When a young dairy farmer in Pocheon asked, "Many people are entering farming, but they are struggling. I wonder if there are any policies to help," Governor Kim introduced the farmers' opportunity income policy, explaining, "It means that Gyeonggi Province will recognize the value created by farmers and fishermen at a level higher than the market price."
Additionally, a young worker at the Pocheon Comprehensive Social Welfare Center said, "As Pocheon City continues to age, young people often have to take their parents to the hospital or care for them. It would be great if there were not only childcare leave but also more parental care leave." Governor Kim responded, "Gyeonggi Province has created a program called 360-degree care, allowing anyone to receive care benefits regardless of age, with particular attention to elder care."
Other participants suggested measures for low birth rates and population decline, payment of allowances for border areas, establishment of youth rental housing, extension of interest reduction periods for jeonse loans, improvement of social worker allowances, and expansion of tourist facilities that young people can enjoy.
Governor Kim stated, "Regarding youth issues, it is important on a macro level to inject economic vitality and create jobs through active fiscal policies, and on a micro level to implement policies specialized for youth. Gyeonggi Province has newly established the Youth Opportunity Division and is striving to provide more opportunities for young people through programs like Youth Opportunity Bridge and Youth Gap Year."
He continued, "Northern Gyeonggi has an ecosystem and natural environment that no other place in the world possesses, as well as over 3.6 million excellent human resources like you. If we join forces and attempt to change the framework, I believe the future of northern Gyeonggi is very bright," emphasizing the necessity of the Gyeonggi Northern Special Autonomous Province.
