"The designation effect of specialized semiconductor industrial complexes such as Idong, Namsa, and Wonsam is already showing. Once these complexes become fully operational, Yongin will transform into the world's largest semiconductor city as a single city."
Lee Sang-il, Mayor of Yongin City, Gyeonggi Province, announced that he will carry out city administration to enhance Yongin's future value by establishing a dynamic future growth foundation centered on semiconductors this year. On the 10th, the mayor held a New Year's press briefing at Giheung ICT Valley in Gugal-dong, Giheung-gu, explaining plans for city administration in various fields such as industry, transportation, welfare, safety, and culture.

The mayor particularly revealed the companies that have signed contracts to move into the Yongin Semiconductor Cooperation General Industrial Complex, a rear industrial complex of the Wonsam-myeon Yongin Semiconductor Cluster in Cheoin-gu, explaining, "Of the 37 plots available for sale, contracts for 31 plots, or 83%, have been completed, showing the economic effect of the semiconductor belt is already appearing." The list of companies disclosed by the mayor reportedly includes semiconductor companies such as Jusung Engineering, Soulbrain, and Wonik IPS.
Here are the sector-specific city administration plans for Yongin City revealed by the mayor this year.
Creating Future Value Centered on Semiconductors
The core of the mayor's industrial sector administration is undoubtedly 'semiconductors.' The plan is to make semiconductors the future growth engine of Yongin by smoothly promoting the 'L-shaped semiconductor belt' connecting the Idong and Namsa Advanced System Semiconductor National Industrial Complex (7.47 million m²), Yongin Semiconductor Cluster (4.16 million m²), Yongin Platform City Advanced Industrial Complex (440,000 m²), and Samsung Electronics Future Research Complex (1.23 million m²).
In particular, the city plans to focus administrative efforts to advance the groundbreaking of the Advanced System Semiconductor Complex by more than six months ahead of the government's original plan of late 2026.
The 'Idong Public Housing District,' a 2.28 million m² area designated last November as a semiconductor rear new town, is also planned to be designated as a district in the first half of next year through close cooperation with the central government. The mayor explained, "The semiconductor rear new town will harmonize with the environment, have high-quality infrastructure, and introduce advanced smart city technologies to become a 'high-tech self-sufficient city.'"
Expanding transportation infrastructure for the semiconductor belt is also a major administrative task. The city will actively promote the private semiconductor highway connecting Hwaseong, Yongin, and Anseong; the extension of the Gyeonggang Line between Gwangju, Gyeonggi Province, and Namsa, Yongin; and the construction and expansion of National Road No. 45 and Local Road No. 82.
Plans for nurturing professional talent were also announced. The city will pursue new designation for establishing the 'Yongin Semiconductor Meister High School' and operate advanced semiconductor talent training programs in cooperation with Kyung Hee University and Myongji University. Additionally, a semiconductor industry-academia cooperation hub will be established in collaboration with Ulsan National Institute of Science and Technology (UNIST) in the first half of this year.
Expansion of Infrastructure such as Roads and Railways
Regarding the railway network, the city plans to promote ▲extension of the Gyeonggang Line (Gwangju~Everland~Idong~Namsa) ▲extension of Seoul Subway Line 3 (Suseo~Seongnam~Yongin~Suwon~Hwaseong) ▲extension and alternative routes of the Shinbundang Line (Dongcheon~Jukjeon~Mabuk~Dongbaek~Cheoin). The city will also push for SRT stops at Guseong Station on the GTX A Line, scheduled to open in June.
In the road sector, the city plans to promote the 'Semiconductor Highway,' a 45.3 km extension connecting Yanggam, Hwaseong to Namsa and Idong, Yongin, and Anjuk, Anseong, as well as the expansion of National Road No. 17 between Pyeongchang Intersection and Yangji, and National Road No. 45 between Idong and Namdong. The plan also includes the construction and expansion of Local Roads No. 82, 4, and 57.
Additionally, the city will actively promote the construction of Dongbaek IC (toward Seoul) on the Yeongdong Expressway, Dongyongin IC on the Sejong-Pocheon Expressway, and Namsajinwi IC (toward Seoul) on the Gyeongbu Expressway to improve accessibility to major expressways.
Resolving Regional Imbalances through Urban Development and Regeneration Projects
To resolve urban imbalances, the city will revitalize urban regeneration in old downtown areas. Yongin Central Market will be specialized as a 'cultural tourism market' by branding specialized products and opening a permanent night market. The ongoing urban regeneration project in Singal-dong aims to be completed by 2026 through improving residential environments, creating shared platforms, and establishing a museum art street, with steady progress planned.
The city will establish reconstruction maintenance plans for six aging apartment complexes and improve living environments such as roads and parking lots through residential environment improvement projects in areas including Gorim 1, Pungdeokcheon 1, Idong 2, and Gimnyangjang 1 districts.
Improving Childcare Environment and Promoting an Age-Friendly City
Starting this year, the city will be the first in Gyeonggi Province to support 10% of the out-of-pocket expenses beyond the coverage for infertility treatment for households. The number of 'Together Care Centers' will increase from 18 to 21 this year, and seven new national and public daycare centers will be established. In Namsa-eup, Cheoin-gu, a children's restaurant will be installed alongside a Together Care Center.
Furthermore, the city will strengthen the establishment of an 'age-friendly city' through remodeling the Gugal Multipurpose Welfare Center, expanding welfare allowances for spouses of veterans (from 30,000 KRW to 50,000 KRW per month), supporting minor repairs for elderly single-person households, and opening a Veterans Hall in June.
Resumption of Citizen Safety Insurance and Implementation of a Smart Safety City
The city will resume citizen safety insurance, which was suspended for the past three years, starting this year. The coverage will be expanded to include not only everyday safety accidents but also natural disasters and social disasters.
To prevent crime, smart security CCTVs will be installed in 10 vulnerable areas, 48 security CCTVs will be newly installed, and 225 old CCTVs will be replaced. To effectively respond to winter heavy snowfalls, a smart snow removal control system using Internet of Things (IoT) technology will be established, and AI technology will be applied to create safe school routes around schools.

In addition, to create a carbon-neutral eco-friendly city, the city will be the first nationwide local government to assign professional environmental educators to schools and fully support education expenses for general teachers who obtain environmental educator certification.
