Yongsan-gu's Third Spare Land Parking Lot Found?
Yongsan-gu Signs Agreement to Create Parking Lot on Leftover Land in Wonhyo-ro 1-ga... Agreement Signed with Landowner on 27th Last Month... 20 Resident-Priority Parking Spaces Planned Without Separate Land Purchase... Expected to Improve Residential Environment by Preventing Illegal Dumping and Parking Issues
Yongsan-gu, Seoul (District Mayor Park Hee-young) has taken the lead in creating public parking lots using leftover land to solve the chronic local parking shortage and improve the residential environment.
On the 27th of last month, the district signed an agreement with the landowner of leftover land located in Wonhyo-ro 1-ga (Daemyung Industrial CEO Kim Kyung-ran) to create and operate a resident-priority parking lot.
Through this agreement, 20 new resident-priority parking spaces that local residents can share will be created without purchasing additional land. This achievement is especially valuable as it is difficult to create new public parking lots in densely populated residential and urban areas due to land acquisition issues, despite widespread parking difficulties.
The site consists of four corporate-owned parcels (Wonhyo-ro 1-ga 1-4, 1-7, 1-8, 3-1) and had been left vacant without any buildings for a long time.
Accordingly, the district plans to improve the residential environment by creating a resident-priority parking lot through continuous consultations with the landowner, thereby addressing issues such as illegal dumping and youth delinquency on the neglected site, as well as alleviating residents' inconvenience caused by illegal roadside parking.
In return for providing the idle land, the landowner will receive incentives such as parking lot operation revenue or property tax reductions.
The Wonhyo-ro 1-ga resident-priority parking lot to be created this time will be the third leftover land parking lot following Huam-dong (4 spaces) 'No. 1' and Wonhyo-ro 2-ga (23 spaces) 'No. 2', discovered during the 8th local government term, and is scheduled to operate for about three years from the second quarter of this year to the fourth quarter of 2026.

Park Hee-young, Mayor of Yongsan-gu, said, “I would like to once again thank the landowner who provided the site to help residents struggling with insufficient parking spaces, even if only a little. Since leftover land parking lots are located near residential areas and have high resident satisfaction, we will continue to actively discover hidden leftover lands and strive to solve the parking shortage.”
