"Keeping Warm This Winter"... Goseong-gun Implements 'Comprehensive Winter Measures'
Goseong-gun, Gyeongnam Province, will focus on implementing the "2023 Winter Comprehensive Measures" for three months until February next year to prevent various safety accidents caused by disasters such as heavy snow and cold waves during the winter season, and to stabilize and protect the lives of low-income and vulnerable groups.
The key directions of this winter comprehensive plan include six areas: ▲prevention of winter disasters and accidents ▲prevention of forest fires and other fires ▲prevention of agricultural, livestock, and fisheries disasters and livestock infectious diseases ▲infectious disease management and daily quarantine ▲stabilization of low-income households and revitalization of the local economy ▲and strengthening support for low-income and vulnerable groups.
To prevent winter disasters and accidents, an immediate emergency duty system will be established through multi-channel situation management, thorough pre-safety inspections will be conducted on areas and facilities at risk of damage to prevent harm, and major sites and facilities will be inspected comprehensively.
Additionally, reflecting regional characteristics, a snow removal response system will be established for each section, and traffic vulnerable sections and habitual freezing sections will be designated to strengthen surveillance activities and inspections.
Safety inspections of gas, electricity, and water supply will be conducted in cooperation with related agencies, and a reporting center will be operated to resolve supply inconveniences, ensuring that residents do not experience discomfort when using essential living facilities.
A special forest fire prevention plan will be promoted to prevent fires during the dry winter season by implementing customized preventive measures and strengthening monitoring activities according to the timing and causes of forest fires, and by enhancing forest fire prevention publicity targeting farmers and mountain visitors.
In particular, to detect forest fires early, an initial firefighting system will be established by operating firefighting personnel and leased firefighting helicopters, and all efforts will be made to prevent forest fires by operating unmanned surveillance cameras.
To prepare for damage to crops caused by heavy snow and cold waves and for livestock infectious disease outbreaks, the "Agricultural Disaster Countermeasure Situation Room" and the "Quarantine Countermeasure Situation Room" will be operated.
Furthermore, to respond to infectious diseases, COVID-19 and influenza vaccinations will be administered, and the "Pertussis Quarantine Task Force" and "Bedbug Quarantine Team" will be operated to protect the health of residents by focusing on infectious disease prevention.
Regarding the stabilization of low-income households and revitalization of the local economy, the "Price Countermeasure Comprehensive Situation Room" and the "Local Price Stabilization Task Force" will be operated to stabilize the prices of staple foods such as rice, winter kimchi vegetables, and livestock products.
Additionally, local gift certificates will be sold at a discount to promote consumption among residents and stimulate the local economy.
To strengthen support for low-income and vulnerable groups, self-support allowances and basic living security livelihood benefits will be provided to participants in the low-income self-support labor project, and crisis households will be identified and supported for living stability through a welfare blind spot discovery system and public-private cooperation.
Moreover, meals will be provided to children at risk of missing meals during school vacations, and warmth will be shared with neighbors in need through fundraising campaigns such as the "Hope 2024 Sharing Campaign."
