He also urged department heads and public institution leaders to actively consult with the Provincial Council to secure the budget for key policies of the 8th elected administration. Additionally, he called for innovation within the public institutions under the province.
On the 7th, Governor Kim held a 'Meeting of Department Heads and Public Institution Leaders to Strengthen Communication with the Provincial Council' at the Gyeonggi Provincial Government Office, stating, "Please do not forget the fundamental principle that the members of the Gyeonggi Provincial Council represent the residents, and actively communicate with the council."
Governor Kim previously accepted the Provincial Council's proposals for the 'Foreign Resident Policy' and the 'Establishment of the Gyeonggi Province Disabled Orchestra' and promised to proceed with the projects in earnest.
At an open provincial government meeting held at the Northern Gyeonggi Provincial Government Office on the 22nd of last month, Governor Kim said, "During the previous provincial government inquiry, I focused on two things: one related to the foreign resident policy and the other was the proposal to establish the Gyeonggi Province Disabled Orchestra," and instructed active review.
Regarding the foreign resident policy, Governor Kim stated, "How we address issues related to foreigners, multicultural families, and foreign immigration will be one of the major challenges for the future of the Republic of Korea," adding, "Several departments such as the Labor Bureau, Women and Family Bureau, and Agriculture, Fisheries and Life Sciences Bureau are involved, so I hope a comprehensive plan is created. If necessary, organizational restructuring is acceptable."
Regarding the Gyeonggi Province Disabled Orchestra, he expressed, "When I received the question, I was deeply moved," and said, "I want to try creating it. I want to be the first in Gyeonggi Province to do this," showing his expectations.
The council members who proposed these two policies are Assemblyman Kim Cheol-jin and Assemblywoman Jang Han-byeol.
Assemblyman Kim proposed the policy during the 3rd plenary session of the 372nd meeting on November 9, and Assemblywoman Jang proposed it during the 2nd plenary session of the 372nd meeting on November 8, in questions related to provincial government and educational administration addressed to Governor Kim.
Following Governor Kim's directive, Gyeonggi Province formed a 'Dedicated Task Force (TF) for Comprehensive Foreign Resident Measures' on the 4th. Through this dedicated team, the province plans to operate a consultative body that organically connects departments handling foreign affairs, related organizations, the government, and city and county governments. On the 7th, an expert roundtable was also held to establish an integrated support center capable of addressing the administrative needs of foreign residents.
In addition, Gyeonggi Province plans to establish a one-stop online foreigner integration support platform and develop a comprehensive plan covering foreigners' rights to health, welfare, labor, children, and human rights.
Regarding the establishment of the Disabled Orchestra, Gyeonggi Province is gathering data to determine the orchestra's scale, establishment timing, and operational methods.
The province is reviewing cases of orchestra establishments in other local governments, meeting with private disabled orchestra groups and experts in related fields to collect opinions, and plans to handle all processes of establishment and operation transparently and fairly to enable skilled disabled artists to participate.
