Conversion to Agricultural and Marine Products Wholesale Market Corporation
Recruiting 8 People Including President, Directors, and Auditors
On the 28th, the Daegu Metropolitan Council passed the ordinance and establishment consent for the Daegu Agricultural and Marine Products Distribution Management Corporation, finalizing the establishment procedures and accelerating preparations for the corporation's launch in January next year.
Opened in 1988, the Daegu Agricultural and Marine Products Wholesale Market is a large-scale wholesale market, ranking third nationwide among 34 public wholesale markets in terms of transaction volume (1.1 trillion KRW in 2022). However, under the direct management system of Daegu City, frequent personnel rotations of public officials limited professional management and operation. Additionally, parking lot and related commercial area management were outsourced to the Daegu Public Facilities Management Corporation, resulting in low efficiency in facility management.
Moreover, the Seoul Garak and Gangseo wholesale markets and the Guri wholesale market, which rank first, second, and fourth nationwide by transaction volume respectively, have been operated under local corporation systems since their inception, leading to ongoing criticism that the competitiveness of the Daegu Agricultural and Marine Products Wholesale Market is relatively weak.
Accordingly, Daegu City established a basic plan for the corporation's establishment in December last year, completed a feasibility study by the Local Public Enterprise Evaluation Institute in October this year, gathered extensive opinions through a public hearing, finalized consultations with the Ministry of the Interior and Safety in November, and approved the corporation's establishment at the Establishment Deliberation Committee.
The Daegu Agricultural and Marine Products Distribution Management Corporation was established to promote the smooth distribution of safe and reliable agricultural and marine products and food, maintain appropriate prices, and contribute to the stability of citizens' lives.
The corporation will undertake management and operation of the wholesale market, guidance and supervision of corporations and intermediate wholesalers, improvement of the agricultural and marine food distribution structure, distribution of agricultural and marine products related to school meal projects, and will play a central role in building the agricultural and marine products distribution ecosystem in the Yeongnam inland region.
Under the direct management system of Daegu City, there were limitations in promoting projects such as the 'e-Marketplace Project,' 'Local Food Public Meal Support Project,' and 'Herbal Medicine Wholesale and Retail Activation Project.' The corporation plans to conceive various new projects and undertake a large-scale management innovation to transform the Daegu Agricultural and Marine Products Wholesale Market into a cutting-edge advanced wholesale market after its launch.
When the corporation launches in January next year, it will be the first case nationwide where the management entity of a wholesale market operated directly by a city government for 36 years transitions to a local corporation.
Daegu City plans to promptly proceed with the remaining procedures for establishing the corporation, including forming the executive recommendation committee, appointing executives, preparing corporation regulations, and registering the establishment.
From December 1 to December 8, the corporation will publicly recruit executives, including the president. They will recruit one president, six non-standing directors, and one auditor, totaling eight positions, with a three-year term.
The executive screening will be conducted by a separately formed executive recommendation committee through document and interview evaluations, and by late December, twice the number of executive candidates will be recommended for appointment.
New employee recruitment to handle the corporation's operations is planned for 2024. Among the corporation's total staff of 68 (32 general employees and 36 fixed-term contract employees), public employees and parking managers currently working at the agricultural and marine products wholesale market will maintain their employment relationships, while 42 positions (29 general employees including experienced and new hires, and 13 fixed-term contract employees) will be outsourced to a professional recruitment agency and publicly recruited.

He added, "Through this, we will elevate the wholesale market's status as a logistics hub for agricultural and marine products in the Yeongnam inland region."
