Gwangjin-gu Prepares Comprehensive Winter Measures to Ensure a Secure Winter Season
Formation of Situation Management Teams in Five Key Areas: Cold Wave, Snow Removal & Traffic, Safety, Health, and Living Stability

Gwangjin-gu (District Mayor Kim Kyung-ho) has established the '2023 Winter Comprehensive Measures' and has taken the lead as a safety guardian to ensure a secure winter season.
The district has designated the period from December 15 this year to March 15 next year as the four-month winter comprehensive measures implementation period to minimize various accidents and inconveniences to residents that may occur during winter, such as cold waves, heavy snowfall, and fires.
Focusing on five major areas?cold wave, snow removal and traffic, safety, health, and livelihood stability?the district has formed situation management teams for each sector to concentrate on proactive responses and rapid recovery systems.
First, the district operates a dedicated cold wave situation management team to strengthen facility safety management and systematic support in case of damage through rapid situation dissemination when a cold wave advisory is issued.
To protect vulnerable groups such as the elderly and homeless, the district takes the lead in customized support including welfare checks, operation of cold wave shelters, enhanced emergency welfare support for crisis households, and visiting health care.
Additionally, meal support is provided for children at risk of food insecurity to fill care gaps.
The Disaster and Safety Countermeasures Headquarters plays a central role in minimizing residents' inconveniences caused by heavy snowfall during winter. Thorough inspections and maintenance of snow removal equipment are conducted, and the district is responsible for a total of 366 km of main and auxiliary arterial roads, side streets, and sidewalks, including Gangbyeonbuk-ro and Cheonho-daero.
In particular, this year, the snow removal method for sidewalks and side streets, which was previously done manually, has been fully mechanized to quickly alleviate residents' traffic inconveniences. Furthermore, the brine storage tanks have been expanded from one location (under the north end of Olympic Bridge) to three bases to reduce travel distances. Environmentally friendly de-icing agents are purchased in small packages (5kg) to encourage residents' voluntary snow removal activities, and 16 road heating lines totaling 2,851 meters are installed in vulnerable snow removal sections for initial response.
Regular inspections are conducted to ensure safety adequacy at construction sites, multi-use facilities, and public facilities with high foot traffic such as parks and sports facilities. Along with operating the wildfire prevention countermeasures headquarters, the district is fully committed to wildfire response readiness by patrolling vulnerable areas, inspecting firefighting equipment, and establishing wildfire suppression systems.
Moreover, a rapid response team for infectious diseases has been organized to thoroughly implement seamless quarantine measures and medical response systems. Joint efforts with related agencies are made to maintain hygiene through year-end and New Year food poisoning prevention guidance and nighttime inspections of food service establishments.
Finally, a winter price stabilization management team operates to take the lead in establishing a sound commercial order by investigating and checking prices of essential goods in large stores and traditional markets in preparation for the Lunar New Year holiday.
