City and Political Parties Cooperate on a Grand Scale to Minimize Citizen Inconvenience
Changwon Special City in Gyeongnam held a memorandum of understanding (MOU) signing ceremony on the 21st in the City Hall's 3rd conference room to address the issue of the rampant posting of political party banners on the streets, which has been causing continuous complaints, with representatives of various local political parties in attendance.

View original imageAccording to the city, the "Ministry of the Interior and Safety's Guidelines for the Installation and Management of Political Party Banners" are merely recommendations without binding force, making it difficult to prevent the proliferation of banners. Furthermore, revising outdoor advertising ordinances without delegated authority is illegal, and the Ministry of the Interior and Safety has requested restraint in ordinance amendments.
Accordingly, the city reached a consensus with local political party officials on the need for fair and responsible actions to minimize citizen inconvenience, leading to the nation's first MOU signing between the administration and political parties on a grand scale.
At the signing ceremony, representatives from the Gyeongnam Provincial Branches of the Democratic Party of Korea, People Power Party, Justice Party, Progressive Party, Gaja! Peace and Human Rights Party, National Revolutionary Party, Inter-Korean Unification Party, Daehan People's Party, All Together Gyeongnam Party, Minsheng Party, Uri Party, Liberty Unification Party, and Korean People's Party attended. Moon Sang-sik, Director of the Urban Policy Bureau of Changwon City, participated as the city's signatory.
The MOU includes provisions such as ▲ prohibition of hateful or defamatory content and phrases ▲ compliance with outdoor advertising laws and Ministry of the Interior and Safety guidelines ▲ guaranteeing freedom of political party activities while harmonizing citizens' safety and freedom ▲ prompt removal of banners after the display period expires ▲ prohibition of banners that obstruct traffic safety at intersections or interfere with business signage.
