Shinan-gun Selected as an Excellent Institution for Balanced Development Projects... Model in Water Management Sector
The Island of 1004 in Sinan, Avoided Even by Geniuses: "The Secret is Catching Birds and Water"
Shinan-gun, Jeollanam-do (Governor Park Woo-ryang) was selected as an excellent institution at the ‘2023 Balanced Development Project Excellence Awards Ceremony’ hosted by the Presidential Committee on Local Autonomy Era on the 14th.
According to the county on the 16th, this award was given in recognition of the successful promotion of the aging water supply maintenance project. The project, carried out in six towns and townships including Jaeun-myeon, was conducted from 2017 to 2023 with a total budget of 30.6 billion KRW, aiming to improve the water service rate.
The main project contents included establishing zones by region, replacing aging pipelines, installing automatic water quality measurement devices, small-scale flow monitoring, remote meter reading, and installing an integrated water supply control room.
At the '2023 Balanced Development Project Excellence Awards Ceremony' hosted by the Presidential Commission on the Local Era, Sinan-gun was selected as an outstanding institution, and (center) County Governor Park Woo-ryang is receiving a certificate of commendation and posing for a commemorative photo.

The results of the aging water supply maintenance project were clearly evident, with the initial water service rate improving significantly from 50.3% before the project to 88.9% at the time of performance evaluation completion.
Based on these achievements, Shinan-gun was the only local government selected as an excellent institution among those that promoted aging water supply maintenance projects.
At the awards ceremony, the institution received the award under the theme “Shinan, the 1004 Islands that Even Natural Disasters Avoid, The Secret is Stopping Water Leakage,” and Kang Ki-seong, the water supply management team leader, received a commendation in the public official category.
Additionally, the drought countermeasure project promoted by Shinan-gun was highly evaluated. During the record-breaking drought in 2021, the first in half a century, a phased drought response plan was established to prevent inconvenience to residents’ water use. Over 18 months, 92 drought countermeasure projects were implemented with an investment of 7.3 billion KRW to secure additional water sources.
In particular, the county made strenuous efforts by installing the nation’s first mobile seawater desalination facility utilizing regional characteristics to solve the problem of restricted water supply.
Governor Park Woo-ryang stated, “The achievements of the aging water supply maintenance project demonstrate our county’s dedication to modernizing the water supply system and ensuring a stable supply of tap water. We will continue to promote such important projects with the Ministry of Environment to establish a clean tap water supply system and lead the increase in water service rates.”
