Gyeonggi-do Publishes List of 2,953 High-Value and Habitual Tax Delinquents Owing Over 10 Million Won
Gyeonggi Province disclosed the list of 2,953 high-amount and habitual defaulters who have failed to pay local taxes or local administrative sanctions and charges exceeding 10 million won for more than one year on the 15th.
The list of high-amount and habitual local tax defaulters includes 1,776 individuals and 842 corporations, with outstanding amounts of 70.7 billion won for individuals and 40.4 billion won for corporations, totaling 111.1 billion won. Additionally, there are 275 individuals and 60 corporations who owe local administrative sanctions and charges, with outstanding amounts of 19.4 billion won for individuals and 13.8 billion won for corporations, totaling 33.2 billion won.
Local taxes refer to taxes imposed by local governments, such as acquisition tax, property tax, and local income tax. Local administrative sanctions and charges are non-tax revenues, including fines for illegal activities such as penalties, enforcement charges, compensation fees, and levies related to specific public interest projects.
Before disclosing the defaulters' list, Gyeonggi Province sent advance notification letters to 3,666 defaulters of local taxes and local administrative sanctions and charges in March, in accordance with Article 11 of the Local Tax Collection Act and Article 7-3 of the Act on Collection of Local Administrative Sanctions and Charges. A six-month period was given for submitting explanatory materials. Those who did not pay during the explanation period are subject to disclosure.
Regarding the distribution of outstanding amounts by range among the disclosed defaulters, 1,859 defaulters (63% of the total) owe between 10 million won and less than 30 million won. Following are 496 defaulters (16.8%) owing between 30 million won and less than 50 million won, 369 defaulters (12.5%) owing between 50 million won and less than 100 million won, and 229 defaulters (7.7%) owing 100 million won or more.
Among the disclosed list, the corporation with the highest local tax arrears is Jusikhoesa Seowuroiel located in Yongin, which failed to pay 3.9 billion won in local income tax and others. The corporation with the highest local administrative sanctions and charges arrears is Munsoosanmyeongdawon Co., Ltd. located in Gimpo, which owes 2.6 billion won in metropolitan transportation facility charges.
The individual with the highest local tax arrears is Mr. Yoo, residing in Uijeongbu, who has unpaid local income tax and others amounting to 900 million won. The individual with the highest local administrative sanctions and charges arrears is Mr. Jang, residing in Siheung, who failed to pay 1.5 billion won in enforcement charges under the Special Measures Act on the Designation and Management of Development-Restricted Areas.
Ryu Young-yong, Director of the Tax Justice Division of Gyeonggi Province, stated, "For high-amount and habitual defaulters of local taxes and local administrative sanctions and charges, we will implement administrative sanctions such as business license restrictions, as well as collection measures including property seizure and home searches. In particular, we will take strong measures such as thorough investigations and travel bans against those who intentionally conceal assets or evade taxes."

The list of high-amount defaulters can be viewed on the Gyeonggi Province website (www.gg.go.kr) and Wetax (www.wetax.go.kr). The disclosed information includes the defaulter's name, business name (including corporation name), age, address, delinquent tax items, and details of the arrears.
