Changwon Special City, "We Have Disclosed the List of High-Amount and Habitual Local Tax Delinquents"
Changwon Special City in Gyeongnam disclosed the list of 131 high-amount tax delinquents (128 for local taxes and 3 for local administrative penalties and charges) who have not paid local taxes or local administrative penalties and charges exceeding 10 million KRW for more than one year as of January 1 this year, through the city’s website and Wetax.
The disclosed information includes the delinquent’s name, business name (corporate name), age, occupation, address, details of the delinquent tax items, payment deadlines, and reasons for delinquency. If the delinquent is a corporation, the representative of the corporation is also disclosed.
Among the local tax delinquents subject to disclosure this year, 90 are individuals and 38 are corporations, with total delinquent amounts reaching 5.3 billion KRW. The largest portion of delinquencies was found in local income tax based on comprehensive income and corporate income.
Jo Young-wan, head of the Taxation Division, stated, “We plan to continue to strictly respond to high-amount and habitual delinquents so that the majority of residents who pay faithfully do not feel deprived.”
Meanwhile, local administrative penalties and charges refer to non-tax fines, enforcement charges, contributions, and compensation fees imposed and collected by local government heads under the law to achieve administrative purposes. The delinquent amount for those subject to disclosure this time is approximately 61 million KRW, all of which are enforcement charges for violations of the Building Act.

The city notified the subjects of disclosure in advance and provided a period of more than six months for explanation. Even after the list is disclosed, if more than 50% of the delinquent amount is paid or the delinquent amount falls below 10 million KRW, the individual or corporation is removed from the disclosure list.
