Winter Vulnerable Disasters, Mobilizing Administrative Capabilities to Prevent Safety Accidents and Stabilize Residents' Lives
Implementing Measures in 5 Key Areas (▲Cold Wave ▲Snow Removal ▲Safety ▲Health & Environment ▲Resolving Residents' Inconveniences)
Gwanak-gu (Mayor Park Jun-hee) is mobilizing all administrative capabilities to prepare for winter cold waves and heavy snowfall, aiming for "a safe and warm winter for all residents."
The district has established a comprehensive winter plan focusing on five key areas closely related to residents' lives during winter: ▲cold wave ▲snow removal ▲safety ▲health and environment ▲resolution of residents' inconveniences. The plan will be fully implemented from November 15, 2023, to March 15, 2024.
First, to prepare for the winter cold wave, the district will operate a 24-hour comprehensive support situation room to ensure rapid information dissemination and cold wave damage prevention. Especially this year, to enable faster communication, an online communication channel called the "KakaoTalk Cold Wave Countermeasure Comprehensive Support Situation Room" will be operated.
Additionally, the district will share warmth to ensure no neighbors are left out in the cold winter. Through the "Hope Ondol Warm Winter Campaign," which involves both residents and Gwanak-gu office staff, warmth will be shared with neighbors, and efforts will focus on identifying households in crisis during winter through resident participation welfare communities.
Through this, the district aims to narrow welfare blind spots with a tightly knit welfare network by providing tailored support measures for vulnerable groups such as elderly living alone, children at risk of food insecurity, and homeless people. This year, the income criteria for child meal support will be expanded and promotion strengthened to focus on early identification of children at risk of food insecurity.
Alongside this, to prepare for vulnerable snowfall during winter, the Disaster Safety Countermeasures Headquarters will be operated continuously to maintain a flawless snow removal response system even during sudden weather changes. Snow removal capabilities will be enhanced by expanding the installation of smart road heating systems and securing additional automatic brine spraying devices at vulnerable high-altitude points.
The district will not overlook thorough pre-preparation by establishing snow removal action plans for vulnerable points and securing personnel, equipment, and materials. Furthermore, through the promotion of "Clearing Snow in Front of My House and My Store" involving residents, participation in snow removal will be encouraged as an essential part of the process.
In the safety sector, the district prioritizes residents' safety and is making every effort to prevent safety accidents. Potential pedestrian hazards in crowded areas expected during Christmas and year-end events will be removed in advance, and CCTV will be intensively monitored.
Various construction sites and facilities will be inspected beforehand, and corrective actions will be implemented based on inspection results. Prevention of forest fires and gas accidents will also be diligently managed through the operation of the Forest Fire Prevention Headquarters and Gas Accident Countermeasure Team. Multi-use facilities, including social welfare facilities, cultural facilities, large public baths, parks, traditional markets, and public parking lots, will undergo customized safety inspections by category to create a safe Gwanak without accidents.
In the health and environment sector, winter COVID-19 vaccinations and operation of screening clinics will be conducted, along with influenza vaccinations targeting children, pregnant women, the elderly, and other vulnerable groups.
Customized winter hygiene inspections will be carried out, including checks on youth nighttime harmful establishments after the college entrance exam and inspections of cake handling businesses in preparation for Christmas and year-end events to ensure residents' hygiene. Additionally, to prepare for fine dust, which is prevalent from winter through early spring every year, a Fine Dust Disaster Safety Countermeasures Headquarters will be formed to facilitate rapid information dissemination and response.
Finally, in the area of resolving residents' inconveniences, the district will establish winter cleaning measures to ensure a pleasant daily life for residents, addressing cleaning-related inconveniences and preventing accidents among workers. Moreover, efforts will be made to manage prices closely related to residents' lives through focused inspections of key winter items, and energy welfare will be realized by providing energy vouchers to energy-poor households.
