Fencing Academy's 'Sexual Harassment Cover-Up Allegation' Difficult to Punish Due to Lack of Report
Yoon Hee-geun, Commissioner of the National Police Agency, stated on the 30th regarding the fraud accusation and complaint against Jeon Cheong-jo (27), "The National Investigation Headquarters will comprehensively assess the severity and conduct the investigation as swiftly and strictly as possible."
Previously, Jeon appeared in the media as the remarriage partner of Nam Hyun-hee (42), a former national fencing representative, but has since been embroiled in various fraud allegations.
At a regular briefing on the same day, Commissioner Yoon said in response to related questions, "Since the Jeon case might appear differently if viewed individually, we decided to merge the accusation and complaint cases for investigation."
The loan fraud attempt complaint against Jeon, filed at the Gangseo Police Station in Seoul, and the app development investment fraud accusation filed at the Songpa Police Station were merged at Songpa Police Station. On the 27th, Songpa Police Station summoned the accuser for questioning regarding the app development investment fraud.
It has been confirmed that no additional accusations or complaints have been filed against Jeon.
When asked whether the issuance of an arrest warrant for Jeon is being considered, a police official said, "Various options are being reviewed," adding, "We are checking if there are additional victims, and since the investigation is ongoing, it is difficult to disclose the scale of the identified damages."
Regarding whether the investigation will also consider Nam's involvement as an accomplice, the official said, "Since such content is included in the petition, we plan to verify everything comprehensively."

Kim Min-seok, a member of the Seoul Gangseo District Council who filed the complaint against Jeon for attempted fraud, stated, "Nam received luxury bags and other gifts from Jeon and had a close relationship," and submitted a petition to the Seoul Metropolitan Police Agency on the 28th requesting an investigation into Nam's suspected collusion.
Regarding allegations that Nam overlooked a sexual violence incident occurring at the fencing academy she operates, the police believe prosecution is difficult.
A police official explained, "Although there is a reporting obligation under the National Sports Promotion Act, there is no penalty provision for failure to report."
Earlier, in July, a complaint was filed with the police by victims alleging that instructor A at the 'Nam Hyun-hee International Fencing Academy' in Gangnam-gu, Seoul, sexually assaulted two minor students over several months. However, it is known that neither Nam nor the academy reported the incident to the Sports Ethics Center or investigative authorities.
According to the National Sports Promotion Act and the Ministry of Culture, Sports and Tourism regulations, not only coaches affiliated with sports organizations under the Korea Sports Council but also operators of private academies must immediately report any suspected human rights violations or corruption in the sports sector to the Sports Ethics Center or investigative authorities.

Regarding this, Commissioner Yoon said, "While there are penalty provisions for schools, there are none for sports facilities, which could be a legal blind spot."
