Mike Johnson, a 'pro-Trump' Republican, was elected Speaker of the House just three weeks after the unprecedented removal of the Speaker due to internal strife within the Republican majority in the U.S. House of Representatives. With Congress back on track, expectations have risen for resolving key issues such as the Ukraine-Israel aid package and next year's budget. However, with Johnson's diminished influence within the party, a strong offensive from the Republican hardliners is anticipated, suggesting considerable challenges ahead.
On the 25th (local time), the U.S. House held a plenary session and conducted a vote to elect the 56th Speaker of the House. As a result, Republican candidate Johnson received the support of all 220 Republican members, surpassing the majority threshold of 217 votes. Democratic House Majority Leader Hakeem Jeffries received 209 votes.
This ended the disruption caused by the vacancy in the Speaker position following the removal of former Speaker Kevin McCarthy on the 3rd, restoring normalcy after 22 days. Currently, Republicans hold a narrow majority over the Democrats in the House, so minimizing defections to within four votes is essential for a Speaker election victory. In this context, Republican hardliners began filtering candidates, leading to the repeated defeats of the three previous nominees.
In his inaugural speech, Speaker Johnson said, "The trust of the American people in Congress is in a precarious state," adding, "We face the challenge of rebuilding this broken trust." He stated, "A world in peril needs a strong America," and added, "The first bill I will introduce is to support Israel." He subsequently introduced and passed a resolution expressing support for Israel, which was attacked by the Palestinian militant group Hamas on the 7th.
Johnson, a lawyer by profession, served as a Louisiana state representative before becoming a federal representative in 2017. He is a staunch conservative pro-Trump figure opposing abortion and same-sex marriage. He was also a leading figure in efforts to overturn the 2020 presidential election results, which former President Trump lost. However, his political career is relatively short, and he has no experience serving as a committee chair or party leader within the House. Consequently, some assess that he lacks the gravitas required for the Speaker role, which is the third-highest position in the U.S. power hierarchy. The New York Times (NYT) noted, "Had it not been for the unprecedented situation where three Republican candidates were consecutively eliminated due to party division, his chances of becoming Speaker under any scenario would have been very low."
The House currently faces numerous pressing issues to address. Therefore, Johnson's political skills within the party are seen as crucial to managing House operations. President Joe Biden has already requested emergency security budgets from Congress to support Israel and Ukraine. The deadline for the temporary budget passed on October 30th to prevent a federal government shutdown (November 17th) is also approaching. While there is reportedly no disagreement in Congress over aid to Israel, Republicans oppose aid to Ukraine. They argue that next year's budget should prioritize strengthening border control funding instead of supporting Ukraine.
Following Johnson's election as Speaker, President Biden requested Congress to urgently pass a $56 billion budget necessary for government operations. He also urged swift resolution of next year's government budget. In a statement that day, Biden emphasized, "We must act quickly to respond to national security needs and avoid a shutdown within 22 days."
