Gwangjin-gu Accelerates Efforts to Collect Overdue Local Taxes
Efforts to Clear Outstanding Japanese Tax Arrears by Year-End... Flexible Collection Work Including Installment Payment Guidance for Livelihood Tax Delinquents
Gwangjin-gu (District Mayor Kim Kyung-ho) has designated the period until the end of this year as a focused period for clearing overdue local taxes and is launching full-scale collection activities.
The collection target for overdue taxes in 2023 is 4.9 billion KRW. Following the first half of the year, the district will operate a special clearance period in the second half to minimize the accumulated overdue amount.
Until December, overdue tax notices and guidance letters will be sent monthly to encourage voluntary payment. Additionally, mobile text messages will be used concurrently to actively inform taxpayers of their overdue status.
Stronger measures will be taken against high-amount and habitual defaulters. A responsibility collection system by neighborhood will be implemented to accelerate securing overdue amounts, and for defaulters, strong administrative actions such as seizure of real estate, vehicles, and financial assets will be enforced.
Furthermore, administrative sanctions including travel bans, restrictions on licensed businesses, and provision of public record information will be applied. For those with overdue amounts exceeding 10 million KRW, the list will be disclosed on November 15 after resolution by the Local Tax Deliberation Committee.
Special attention will also be given to foreign defaulters. Given the high proportion of foreign residents in Gwangjin-gu, guidance letters will be sent without exception, and in case of non-payment, seizure actions will be taken following property inquiries through insurance dedicated to foreign workers.
Moreover, flexible measures will be taken to ease the tax burden by guiding installment payments for livelihood-type defaulters facing financial difficulties and those without assets.
Kim Kyung-ho, Mayor of Gwangjin-gu, stated, “Local taxes are precious resources used for residents’ welfare and regional development, so we are doing our best in collection efforts,” and added, “We hope all taxpayers will sincerely make voluntary payments.”
