According to the People Power Party on the 25th, Chairman In failed to recruit Cheon Ha-ram, the People Power Party Suncheon Gap District Committee Chairman from the non-Yoon faction, as an innovation committee member. Cheon revealed that he was offered to participate as an innovation committee member by Chairman In the day before but declined. In an interview with SBS Radio on the same day, Cheon said, "I have absolutely no intention of being a puppet innovation committee member to buy time for Representative Kim Ki-hyun." Cheon explained, "I have said that it would be right for Representative Kim Ki-hyun to resign, and I still think so. However, this Innovation Committee intends to maintain the Kim Ki-hyun leadership while carrying out innovation, which seems contradictory."

Kim criticized the so-called 'Cho Kuk incident,' withdrew from the People's Solidarity for Participatory Democracy, and gained support from the ruling party while authoring the 'Black Book on Cho Kuk.'
The difficulty in forming the Innovation Committee stems largely from the perception that it will be hard to exercise full authority under Representative Kim Ki-hyun's leadership. There are expectations that discussions on redefining relations with the Presidential Office and reforming the nomination rules will be difficult as long as Representative Kim remains. The People Power Party plans to sequentially launch election planning teams and talent recruitment committees for the upcoming general election, and the overlapping roles with the Innovation Committee also lower expectations for the innovation plan.
There is also a possibility of friction regarding the nomination reform plans between the Innovation Committee and the election organizations led by the party leadership. Choi Jae-hyung, a People Power Party lawmaker and former Innovation Committee Chairman, said on KBS Radio that "the current situation is that the party leader remains as is while the Innovation Committee proceeds," adding, "So, I am somewhat worried whether the Innovation Committee can sufficiently respond to the public sentiment revealed in the Seoul Gangseo District Office election."
