Yangcheon-gu, Comprehensive Survey of 'Vacant Houses' as Urban Eyesores
On-site survey and risk grading assessment for 304 houses presumed vacant due to no electricity or water usage for over a year, including verification of vacancy status and management conditions
Yangcheon-gu (District Mayor Lee Gi-jae) announced that it will conduct a "Vacant House Survey" for eight months from this month until May next year to establish a thorough management system for vacant houses that have been neglected for a long time, harming the urban landscape and threatening the safety of residents.
The vacant house survey is a mandatory task that local government heads must carry out every five years since 2021 under the "Special Act on the Maintenance of Vacant Houses and Small-scale Housing," and this survey will be conducted through the professional institution Korea Real Estate Board.
The survey targets houses and residential officetels confirmed to have been unoccupied or unused for more than one year. Based on electricity and water usage data, the district preliminarily selected 304 units presumed to be vacant houses.
The survey will be conducted by verifying whether these are vacant houses and their management status through on-site inspections, and by grading the vacant houses according to their deteriorated condition and risk level.
Based on the survey results, the district plans to classify vacant houses within the jurisdiction by type to organize basic data, and establish a customized vacant house maintenance plan reflecting local conditions and safety status to build a continuous management system.

Lee Gi-jae, Mayor of Yangcheon-gu, said, "Once the survey is completed, a foundation will be established to systematically maintain and manage vacant houses that have been neglected for a long time, causing various social problems such as damage to the urban landscape." He added, "We will do our best to create a pleasant residential environment by preparing maintenance plans tailored to local characteristics."
